5354 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5455 SECTION 1. NEW LAW A new section of law to be codified
5556 in the Oklahoma Statutes as Section 6301 of Title 74, unless there
5657 is created a duplication in numbering, reads as follows:
5758 As used in this act:
5859 1. “Extremely low-income household” means a household income
5960 not in excess of thirty percent (30%) of the area median income,
6061 adjusted for the size of the household, as determined by the United
6162 States Department of Housing and Urban Development;
6263 2. “Very low-income household” means a household income of more
6364 than thirty percent (30%) of the area median income but no more than
64-fifty percent (50%) of the area median income, adjusted for the size

9494 3. “Low-income household” means a household income of more than
9595 fifty percent (50%) of the area median income but no more than

9999 4. “Moderate-income household” means a household income of more

101101 one hundred twenty percent (120%) of the area median income,
102102 adjusted for the size of the household, as determined by the United
103103 States Department of Housing and Urban Development; and
104104 5. “Middle-income household” means a household that has an
105105 income of more than one hundred twenty percent (120%) of the area
106106 median income but no more than one hundred sixty percent ( 160%) of
107107 the area median income, adjusted for the size of the household, as
108108 determined by the United States Depart ment of Housing and Urban
109109 Development.

113113 A. There is hereby created until December 30, 2034, the
114114 Oklahoma Affordable Housing Commission. The Commission shall be

142141 composed of fifteen (15) members. The members shall serve as

144143 1. Five members shall be appointed by the Governor:
145144 a. one shall be a person living in an urban area with a
146145 population more than one hundred thousand (100,000)
147146 persons according to the latest Federal Decenn ial
148147 Census,
149148 b. one shall be a person living in a rural community
150149 residing in a county with a population less than
151150 seventy-five thousand (75,000) persons according to
152151 the latest Federal Decennial Census ,
153152 c. one shall be an official serving in a city, town, or
154153 political subdivision in a county with a population
155154 less than seventy-five thousand (75,000) persons
156155 according to the lates t Federal Decennial Census,
157156 d. one shall represent an organization that assists
158157 special populations, including but not limited to the
159158 elderly, disabled, veterans, and children
160159 transitioning out of foster care, in obtaining
161160 affordable housing, and
162161 e. one shall represent an Oklahoma rural housing

164163 2. Five members shall be appointed by the President Pro Tempore

193191 a. one shall be a Senator from the majority party who
194192 shall serve as co-chair of the Commission,
195193 b. one shall be a Senator fr om the minority party who
196194 shall serve as co-vice chair of the Commission,
197195 c. one shall represent a low-income and moderate-to-low-
198196 income population-serving financial institution or a
199197 community development financial institution, as
200198 defined by the Federal Reserve,
201199 d. one shall be an official serving in a municipality
202200 with a population more than one hundred thousand
203201 (100,000) persons according to t he latest Federal
204202 Decennial Census, and
205203 e. one shall represent an urban housing authority ;
206204 3. Five members shall be appointed by the Speaker of the House
207205 of Representatives:
208206 a. one shall be a House member from the majority party
209207 who shall serve as co-chair of the Commission,
210208 b. one shall be a House member from the minority party
211209 who shall serve as co -vice chair of the Commission,
212210 c. one shall represent a federally recognized tribe in
213211 Oklahoma that provides affordable housing in rural
214212 areas,
215213 d. one shall be a representative from a community housing
216214 development organization, as determined by the United

246243 e. one shall represent a not -for-profit organization that
247244 serves low-income Oklahomans expe riencing difficulty
248245 in obtaining affordable housing ; and
249246 4. The following shall be ex officio members:
250247 a. one shall be from the Oklahoma Department of Commerce
251248 Community Development Division, or his or her
252249 designee,
253250 b. one shall be an Oklahoma representative of the U nited
254251 States Department of Agriculture , and
255252 c. the Executive Director of the Oklahoma Housing Finance
256253 Agency, or designee.
257254 B. For the initial appointments of members to the Commission,
258255 each appointment shall be for a two -year term. Thereafter , the
259256 terms of the Commission shall be for three (3) years .
260257 C. No member of the Commission shall receive a salary or
261258 reimbursement for duties performed as a member of the Commission;
262259 however, members may be eligible to receive travel reimbursement as
263260 provided in the State Travel Reimbursement Act .
264261 D. The meetings of the Commission shall be subject to the
265262 Oklahoma Open Meeting A ct.
266263 E. The Commission shall utilize the resources available to it
267264 in order to address the needs of extremely low-income households,

297293 condition in which suitable housing is available to as many persons
298294 as possible pursuant to rules promulgated by the Oklahoma Housing
299295 Finance Agency pursuant to Section 3 of this act.
300296 SECTION 3. NEW LAW A new section of law t o be codified
301297 in the Oklahoma Statutes as Section 6303 of Title 74, unless there
302298 is created a duplication in numbering, reads as f ollows:
303299 The Oklahoma Housing Finance Agency shall promulgate rules to
304300 implement:
305301 1. An initial comprehensive Oklahoma affordable housing
306302 environmental scan and needs assessment;
307303 2. A comprehensive Oklahoma affordable housing annual report
308304 and action plan to be submitted electronically to the Governor and
309305 the Legislature;
310306 3. A plan for long-term expansion of affordable housing across
311307 the state;
312308 4. An update on the implementation and outcomes of the
313309 investment in the Oklahoma Housing Stability Program created in
314310 Section 2903 et seq. of Title 74 of the Oklahoma Statutes ;
315311 5. Evaluate and make recommendations to the Legislature on
316312 policies and incentives to increase the development, inventory, and
317313 diversification of affordable housing; and

345340 6. Any other rules necessary to carry out the purpose and
346341 mission of the Oklahoma Affordable Housing Commission pursuant to
347342 Section 2 of this act.
348343 SECTION 4. This act shall become effective November 1, 2024.
