5851 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5952 SECTION 1. AMENDATORY 63 O.S. 2021, Section 1-270.2, is
6053 amended to read as follows:
6154 Section 1-270.2 A. For the purposes of the Advan cement in Stem
6255 Cell Cures and Therapies Act, “human embryo” means a living organism
6356 of the species Homo sapiens at the earliest stage of developme nt,
6457 including the single -cell stage, that is not located in the body of
6558 a woman.
59+B. Research on human tissue regeneration and human diseases
60+using adult stem cells an d stem cells obtained from umbilical cord
61+blood and amniotic fluid may be conducted in th is state, provided
62+that the research is performed:
63+1. Safely and ethically;

92-B. Research on human tissue regeneration and human diseases
93-using adult stem cells an d stem cells obtained from umbilical cord
94-blood and amniotic fluid may be conducted i n this state, provided
95-that the research is performed:
96-1. Safely and ethically;
97-2. Only on embryonic stem cell l ines created prior to August 1,
98-2001, and in accordance w ith federal law as it existed on November
99-1, 2007; and
100-3. Without the use of a human embryo, including a human embryo
101-produced using cloning technology.
102-C. When research is performed in accordance with the
103-Advancement in Stem Cell Cures and Therapies Act , a person or
104-governmental body shall not:
105-1. Restrict public funds designated for t he stem cell research;
106-or
107-2. Obstruct or provide disincentives for the stem cell
108-research.
109-D. The State Department of Health shall establish a reporting
110-system that collects information regarding all activities carried
111-out in accordance with this section .
112-E. The Department shall submit a report with all information
113-collected pursuant to subsection D of t his section to the Governor,
