44	39		Accessibility of Government Servic es Task Force;

55	52		BE IT ENACTED BY THE PEOP LE OF THE STATE OF OKLAHOMA:
56	53		SECTION 1. NEW LAW A new section of law to be codified
57	54		in the Oklahoma Statutes as Section 13001 of Title 74, unless there
58	55		is created a duplication in numberin g, reads as follows:
59	56		A. There is hereby created the Accessibility of Government
60	57		Services Task Force. The Task Force shall be composed of the
61	58		following eleven (11) members:
62	59		1. The Executive Director of Service Oklahoma or designee, who
63	60		shall serve as the chair of the Task Force;
64	61		2. The Cabinet Secretary of Licensing and Regulation or
65	62		designee;

93		-	3. The Oklahoma Secretary of State or designee;
94	90		4. The President Pro Tempore o f the Oklahoma State Senate shall
95	91		appoint:
96	92		a. a current member of the Oklahoma Stat e Senate, and
97	93		b. one member who is a director of an Oklahoma state
98	94		agency who offers government services directly to
99	95		Oklahomans;
100	96		5. The Speaker of the Oklahoma House of Rep resentatives shall
101	97		appoint:
102	98		a. a current member of the Oklahoma House of
103	99		Representatives, and
104	100		b. one member who is a director of an Oklahoma state
105	101		agency who offers government services directly to
106	102		Oklahomans;
107	103		6. The Governor shall appoint:
108	104		a. one member who currently holds a license issued by a
109	105		licensing board of this state that license s health
110	106		care providers or behavioral health providers, and
111	107		b. one member who currently holds a professional
112	108		occupational license issued by a licensing board of
113	109		this state;
114	110		7. One member who is a licensed operator, selected by the
115	111		Licensed Operator Advis ory Committee, who is a current licensed
116	112		operator in good standing with the Service Oklahoma Operator Board

144	139		and is from a county with a population under one hundred thousand
145	140		(100,000) according to the latest Federal Decennial Census ; and
146	141		8. One member who is a licensed operator, selected by the
147	142		Licensed Operator Advisory Committee, who is a current licensed
148	143		operator in good standing with the Service Oklahoma Operator Bo ard
149	144		and is from a county with a population over one hundred thousand
150	145		(100,000) according to the latest Federal Decennial Census .
151	146		B. Appointments to the Task Force shall be made by September 1,
152	147		2024. Vacancies in any position shall be filled in the same ma nner
153	148		as the original appointment.
154	149		C. A majority of the members shall constitute a quor um for the
155	150		purpose of conducting the busines s of the Task Force. The Task
156	151		Force shall meet quarterly and at such other times as may be called
157	152		by the chair.
158	153		D. Members of the Task Force shall serve without compensation
159	154		but shall be reimbursed for expenses incurred in the performance of
160	155		their duties in accordance with the provisions of the State Travel
161	156		Reimbursement Act.
162	157		E. The Task Force shall:
163	158		1. Study, evaluate, and make recommendations regarding
164	159		strategies to enhance and/or improve the accessibility o f government
165	160		services offered by Oklahoma st ate agencies;

193	187		2. Study, evaluate, and make recommendations regarding
194	188		strategies to improve the customer experience and custo mer service
195	189		offered by Oklahoma state agencies; and
196	190		3. Study, evaluate, and make recom mendations regarding the
197	191		additional services to be offered by Service Oklahoma in conjunction
198	192		with the respective Oklahoma state agency.
199	193		F. State agencies and boards, inclu ding, but not limited to,
200	194		Service Oklahoma, licensing boards of this state that lic ense health
201	195		care providers or behavioral hea lth providers, professional
202	196		licensing boards of this state, the Oklah oma Medical Marijuana
203	197		Authority, and the Vital Records office of the State Department of
204	198		Health, shall make all information and records availab le to the Task
205	199		Force as the Task Force may r equire. Additionally, state agencies
206	200		and boards shall also make thei r employees available to the Task
207	201		Force for the Task Force t o interview and gather information.
208	202		G. On or before December 1, 2024, the Task For ce shall prepare
209	203		a report of its findings an d recommendations to be submitted to the
210	204		Governor, the Speaker of the Oklahoma House of Representatives, the
211	205		President Pro Tempor e of the Oklahoma State Senate, and the minority
212	206		leaders of both the Oklahoma House of Representatives and the
213	207		Oklahoma State Senate.
214	208		H. Administrative support for the task force including, but n ot
215	209		limited to, personnel necessary to ensu re the proper performa nce of
216	210		the duties and responsibilities of the task force shall be provided

244	237		by Service Oklahoma to be supplemented, if neces sary, by the state
245	238		agencies involved in the task force, and the staff of the Oklahoma
246	239		House of Representatives and the Oklahoma State Senate. All
247	240		participating state agencies shall provide for any administrative
248	241		support requested by the task force.
249	242		SECTION 2. It being immediately necessary for the preserva tion
250	243		of the public peace, health or safety, an emergency is here by
251	244		declared to exist, by reason whereof this act shall take effect and
252	245		be in full force from and after its passage an d approval.
