5552 BE IT ENACTED BY THE PEOP LE OF THE STATE OF OKLAHOMA:
5653 SECTION 1. NEW LAW A new section of law to be codified
5754 in the Oklahoma Statutes as Section 13001 of Title 74, unless there
5855 is created a duplication in numberin g, reads as follows:
5956 A. There is hereby created the Accessibility of Government
6057 Services Task Force. The Task Force shall be composed of the
6158 following eleven (11) members:
6259 1. The Executive Director of Service Oklahoma or designee, who
6360 shall serve as the chair of the Task Force;
6461 2. The Cabinet Secretary of Licensing and Regulation or
6562 designee;

93-3. The Oklahoma Secretary of State or designee;
9490 4. The President Pro Tempore o f the Oklahoma State Senate shall
9591 appoint:
9692 a. a current member of the Oklahoma Stat e Senate, and
9793 b. one member who is a director of an Oklahoma state
9894 agency who offers government services directly to
9995 Oklahomans;
10096 5. The Speaker of the Oklahoma House of Rep resentatives shall
10197 appoint:
10298 a. a current member of the Oklahoma House of
10399 Representatives, and
104100 b. one member who is a director of an Oklahoma state
105101 agency who offers government services directly to
106102 Oklahomans;
107103 6. The Governor shall appoint:
108104 a. one member who currently holds a license issued by a
109105 licensing board of this state that license s health
110106 care providers or behavioral health providers, and
111107 b. one member who currently holds a professional
112108 occupational license issued by a licensing board of
113109 this state;
114110 7. One member who is a licensed operator, selected by the
115111 Licensed Operator Advis ory Committee, who is a current licensed
116112 operator in good standing with the Service Oklahoma Operator Board

145140 (100,000) according to the latest Federal Decennial Census ; and
146141 8. One member who is a licensed operator, selected by the
147142 Licensed Operator Advisory Committee, who is a current licensed
148143 operator in good standing with the Service Oklahoma Operator Bo ard
149144 and is from a county with a population over one hundred thousand
150145 (100,000) according to the latest Federal Decennial Census .
151146 B. Appointments to the Task Force shall be made by September 1,
152147 2024. Vacancies in any position shall be filled in the same ma nner
153148 as the original appointment.
154149 C. A majority of the members shall constitute a quor um for the
155150 purpose of conducting the busines s of the Task Force. The Task
156151 Force shall meet quarterly and at such other times as may be called
157152 by the chair.
158153 D. Members of the Task Force shall serve without compensation
159154 but shall be reimbursed for expenses incurred in the performance of
160155 their duties in accordance with the provisions of the State Travel
161156 Reimbursement Act.
162157 E. The Task Force shall:
163158 1. Study, evaluate, and make recommendations regarding
164159 strategies to enhance and/or improve the accessibility o f government
165160 services offered by Oklahoma st ate agencies;

193187 2. Study, evaluate, and make recommendations regarding
194188 strategies to improve the customer experience and custo mer service
195189 offered by Oklahoma state agencies; and
196190 3. Study, evaluate, and make recom mendations regarding the
197191 additional services to be offered by Service Oklahoma in conjunction
198192 with the respective Oklahoma state agency.
199193 F. State agencies and boards, inclu ding, but not limited to,
200194 Service Oklahoma, licensing boards of this state that lic ense health
201195 care providers or behavioral hea lth providers, professional
202196 licensing boards of this state, the Oklah oma Medical Marijuana
203197 Authority, and the Vital Records office of the State Department of
204198 Health, shall make all information and records availab le to the Task
205199 Force as the Task Force may r equire. Additionally, state agencies
206200 and boards shall also make thei r employees available to the Task
207201 Force for the Task Force t o interview and gather information.
208202 G. On or before December 1, 2024, the Task For ce shall prepare
209203 a report of its findings an d recommendations to be submitted to the
210204 Governor, the Speaker of the Oklahoma House of Representatives, the
211205 President Pro Tempor e of the Oklahoma State Senate, and the minority
212206 leaders of both the Oklahoma House of Representatives and the
213207 Oklahoma State Senate.
214208 H. Administrative support for the task force including, but n ot
215209 limited to, personnel necessary to ensu re the proper performa nce of
216210 the duties and responsibilities of the task force shall be provided

244237 by Service Oklahoma to be supplemented, if neces sary, by the state
245238 agencies involved in the task force, and the staff of the Oklahoma
246239 House of Representatives and the Oklahoma State Senate. All
247240 participating state agencies shall provide for any administrative
248241 support requested by the task force.
249242 SECTION 2. It being immediately necessary for the preserva tion
250243 of the public peace, health or safety, an emergency is here by
251244 declared to exist, by reason whereof this act shall take effect and
252245 be in full force from and after its passage an d approval.
