5362 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5463 SECTION 1. NEW LAW A new section of law to be codified
5564 in the Oklahoma Statutes as Section 5062.41 of Title 74, unless
5665 there is created a duplication in numbering, reads as follows:
5766 This act shall be known and may be cited as the “Defense
5867 Workforce Grant Program ”.

94+SECTION 2. NEW LAW A new section of law to be codified
95+in the Oklahoma Statutes as Section 5062.42 of Title 74, unless
96+there is created a duplication in numbering, reads as follows:
97+A. There is hereby created the Defense Workforce Grant Program
98+which shall be administered by the Oklahoma Department of Commerce .
9199 B. The program shall increase the workforce in this state,
92100 specifically the workforce dedicated to federal defense contract
93101 work. The program shall help provide gap financing to two or more
94102 companies actively working with the United States Department of
95103 Defense or any United States Military Branch to expand current
96104 contracts or secure new contracts for new work.
97105 C. Grant funds may only be used for equipment, supplies, and
98106 training necessary to expand operations in response to requests from
99107 the United States Department of Defense or any United States
100108 Military Branch. Grant funds shall not be used for renewal of
101109 contracts with the United States Department of Defense or any Unit ed
102110 States Military Branch.
103111 D. The location of the work to be provided through the program
104112 shall be in a county of the state with a population of less than
105113 seventy-five thousand (75,000) people according to the most recent
106114 Federal Decennial Census . The applying company shall have available
107115 other sources of funding dedicated to helping finance the new
108116 project or the expansion of an existing project.
109-E. Beginning July 1, 2025, the Oklahoma Department of Commerce
110-shall electronically provide an annual report to the Governor, the
111-Speaker of the House of Representatives, the Preside nt Pro Tempore
112-of the Senate, the Appropriations and Budget Chair of the House of
113-Representatives, and the Appropriations Chair of the Senate that

143+E. Beginning July 1, 2025, the Oklahoma Department of Commerce
144+shall electronically provide an annual report to the Governor, the
145+Speaker of the House of Representatives, the President Pro Tempore
146+of the Senate, the Appropriations and Budget Chair of the House of
147+Representatives, and the Appropriations Chair of the Senate that
148+includes, but is not limited to, the number of awards that have been
142149 granted, the percentage of those funds that have been expended, and
143150 the increased number of employees that h ave been hired by awardees.
144151 SECTION 3. NEW LAW A new section of l aw to be codified
145152 in the Oklahoma Statutes as Section 5062.43 of Title 74, unless
146153 there is created a duplication in numbering, reads as follows:
147154 There is hereby create d in the State Treasury a revolving fund
148155 for the Oklahoma Department of Commerce to be designated the
149156 “Defense Workforce Grant Program Revolving Fund ”. The fund shall be
150157 a continuing fund, not subject to fiscal year limitations, and shall
151158 consist of all monies received by the Department from
152159 appropriations, donations, grants, or other sources of funding
153160 specifically designated for deposit to the Defense Workforce Grant
154161 Program Revolving Fund. All monies accruing to the credit of the
155162 fund are hereby approp riated and may be budgeted and expended by the
156163 Department for the purpose of the Defense Workforce Grant Program.
157164 Expenditures from the fund shall be made upon warrants issued by the
158165 State Treasurer against claims filed as prescribed by law with the
159166 Director of the Office of Management and Enterprise Services for
160-approval and payment. The Department may retain one percent (1%) of
161-all funds otherwise deposited to the fund to cover administ rative
162-costs related to the Defense Workforce Grant Program.
163-SECTION 4. This act shall become effective July 1, 2024.
164-SECTION 5. It being immediately necessary for the preservation
165-of the public peace, health or safety, an emergency is hereby
