5152 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5253 SECTION 1. NEW LAW A new section of law to be codified
5354 in the Oklahoma Statutes as Section 5-149.1 of Title 70, unless
5455 there is created a dup lication in numbering, reads as follows:
5556 A. As used in this section, the term "school mapping data"
5657 means information provided in an electronic or digital format to
5758 assist first responders in responding to emergencies at schools.
5859 B. The school mapping da ta provided must:
5960 1. Be compatible with software platforms used by local, county,
6061 state, and federal p ublic safety agencies that provide emergency
6162 services to the specific school for which the data is provided
62-without requiring such agencies to purchase additional software or
63-requiring a fee to view or access the data ;

9292 specific school for which the data is provided without requiring the
9393 local law enforcement agencies or school districts to pu rchase
9494 additional software or requiring a fee to view or access the data ;
9595 3. Be in a printable format and, if requested in addition to
9696 subsection A of this section, be in a digital file format that can
9797 be integrated into interactive mobile platforms in us e;
9898 4. Be verified by the entity producing the data for accuracy by
9999 a walk-through of school buildings and grounds;
100100 5. Be oriented true north;
101101 6. Be overlaid on current aerial imagery;
102102 7. Contain site-specific labeling that matches the structure of
103103 school buildings, including room labels, hallway names, and external
104104 door or stairwell numbers and location s of hazards, critical utility
105105 locations, key boxes, automated external defibrillators, and trauma
106106 kits;
107107 8. Contain site-specific labeling that matches the school
108108 grounds, including parking areas, athletic fields, surrounding
109109 roads, and neighboring proper ties; and
110110 9. Be overlaid with gridded "x" and "y" coordinates.
111111 C. School mapping data as defined by this section shall not be
112112 modified or updated independently without corresponding updates to

139+school mapping data within software platforms used by local, county,
141140 state, and federal public safety agencies tha t provide emergency
142141 services to the specific school.
143142 D. In order to facilitate efficient emergency response by
144143 public safety agencies in the State of Oklahoma, the School District
145144 Mapping Data Grant Pro gram is created within the Oklahoma Department
146145 of Public Safety. The Oklahoma Department of Public Safety may
147146 apply to receive funds to provide school m apping data for each
148147 public school, including charter schools, in the district and each
149148 private school. The Oklahoma Department of Public Safety shall use
150149 the funds to satisfy all or some of the requirements of this
151150 section, which may include procuring a vendor to provide such data.
152151 The entity producing the data is responsible for providing the data
153152 to the Oklahoma Department of Public Safety , school district, and
154153 local law enforcement and public safety agencies for use in response
155154 to emergencies and for conducting any required or authorized drills.
156155 SECTION 2. This act shall become effecti ve July 1, 2024.
157156 SECTION 3. It being immediate ly necessary for the preservation
158157 of the public peace, health or safety, an emergency is hereby
159158 declared to exist, by reason whereof this act shall take effect and
160159 be in full force from and aft er its passage and approval.
