	44	+	requirements with respect to funds; providing for

51	52		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
52	53		SECTION 1. NEW LAW A new section of law to be codified
53	54		in the Oklahoma Statutes as Section 5-149.1 of Title 70, unless
54	55		there is created a dup lication in numbering, reads as follows:
55	56		A. As used in this section, the term "school mapping data"
56	57		means information provided in an electronic or digital format to
57	58		assist first responders in responding to emergencies at schools.
58	59		B. The school mapping da ta provided must:
59	60		1. Be compatible with software platforms used by local, county,
60	61		state, and federal p ublic safety agencies that provide emergency
61	62		services to the specific school for which the data is provided
62		-	without requiring such agencies to purchase additional software or
63		-	requiring a fee to view or access the data ;

91	91		2. Be compatible with security softw are platforms in use by the
92	92		specific school for which the data is provided without requiring the
93	93		local law enforcement agencies or school districts to pu rchase
94	94		additional software or requiring a fee to view or access the data ;
95	95		3. Be in a printable format and, if requested in addition to
96	96		subsection A of this section, be in a digital file format that can
97	97		be integrated into interactive mobile platforms in us e;
98	98		4. Be verified by the entity producing the data for accuracy by
99	99		a walk-through of school buildings and grounds;
100	100		5. Be oriented true north;
101	101		6. Be overlaid on current aerial imagery;
102	102		7. Contain site-specific labeling that matches the structure of
103	103		school buildings, including room labels, hallway names, and external
104	104		door or stairwell numbers and location s of hazards, critical utility
105	105		locations, key boxes, automated external defibrillators, and trauma
106	106		kits;
107	107		8. Contain site-specific labeling that matches the school
108	108		grounds, including parking areas, athletic fields, surrounding
109	109		roads, and neighboring proper ties; and
110	110		9. Be overlaid with gridded "x" and "y" coordinates.
111	111		C. School mapping data as defined by this section shall not be
112	112		modified or updated independently without corresponding updates to
113		-	school mapping data within software platforms used by local, county,

	139	+	school mapping data within software platforms used by local, county,
141	140		state, and federal public safety agencies tha t provide emergency
142	141		services to the specific school.
143	142		D. In order to facilitate efficient emergency response by
144	143		public safety agencies in the State of Oklahoma, the School District
145	144		Mapping Data Grant Pro gram is created within the Oklahoma Department
146	145		of Public Safety. The Oklahoma Department of Public Safety may
147	146		apply to receive funds to provide school m apping data for each
148	147		public school, including charter schools, in the district and each
149	148		private school. The Oklahoma Department of Public Safety shall use
150	149		the funds to satisfy all or some of the requirements of this
151	150		section, which may include procuring a vendor to provide such data.
152	151		The entity producing the data is responsible for providing the data
153	152		to the Oklahoma Department of Public Safety , school district, and
154	153		local law enforcement and public safety agencies for use in response
155	154		to emergencies and for conducting any required or authorized drills.
156	155		SECTION 2. This act shall become effecti ve July 1, 2024.
157	156		SECTION 3. It being immediate ly necessary for the preservation
158	157		of the public peace, health or safety, an emergency is hereby
159	158		declared to exist, by reason whereof this act shall take effect and
160	159		be in full force from and aft er its passage and approval.
