56	67		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
57	68		SECTION 1. NEW LAW A new section of law to be codified
58	69		in the Oklahoma Statutes as Section 6-401 of Title 70, unless there
59	70		is created a duplication in numbering, reads as follows:
60		-	A. This act shall be known and may be cited as the "Return to
61		-	Teach Signing Bonus Act".
62		-	B. Beginning with the 2024 -2025 school year and subject to the
63		-	availability of funding, the State Department of Education shall
64		-	establish and administer a signing bonus program for teachers who
65		-	return to teaching in Oklahoma public schools.

	98	+	A. This act shall be known and may be cited as the "Return to
	99	+	Teach Signing Bonus Act".
	100	+	B. Beginning with the 2024 -2025 school year and subject to the
	101	+	availability of funding, the State Department of Education shall
	102	+	establish and administer a signing bonus program for teachers who
	103	+	return to teaching in Oklahoma public schools.
92	104		C. To participate in the signing bonus program, the applicant
93	105		shall:
94	106		1. Be a teacher with at least three (3) years of prior teaching
95	107		experience and a valid or expired teaching certificate issued by:
96	108		a. the State Board of Educatio n,
97	109		b. the education certification entity of another state,
98	110		c. the National Board for Pr ofessional Teaching
99	111		Standards, or
100	112		d. the education certification entity of another country;
101	113		2. Have not been employed by an Oklahoma public school district
102	114		within the past five (5) years at the time of applying ;
103	115		3. Agree to be a full-time public school teacher in the state
104	116		for a minimum of five (5) years;
105	117		4. Submit proof of his or her most recent teaching employment
106	118		which may include a paystub or letter from the school district
107	119		superintendent or board of education;
108	120		5. Submit proof provided by the school district where the
109	121		applicant will be employed as a full-time teacher; and
110		-	6. Any additional requir ements established by the State Boa rd
111		-	of Education.
112		-	D. The signing bonus shall be paid in five (5) equal annual
113		-	installments of Seven Thousand Dollars ($7,000.00) per year for a
114		-	period of five (5) years. The total amount of the signi ng bonus
115		-	shall not exceed Thirty-five Thousand Dollars ( $35,000.00) per

	149	+	6. Any additional requir ements established by the State Boa rd
	150	+	of Education.
	151	+	D. The signing bonus shall be paid in five (5) equal annual
	152	+	installments of Seven Thousand Dollars ($7,000.00) per year for a
	153	+	period of five (5) years. The total amount of the signi ng bonus
	154	+	shall not exceed Thirty-five Thousand Dollars ( $35,000.00) per
142	155		participant. Upon verification required by subsect ion E of this
143	156		section, each installment of the signin g bonus shall be paid to
144	157		participants no later than September 1 of each year or within thirty
145	158		(30) days of the first day of school, whic hever is earlier. If an
146	159		applicant is approved to participate in the signing bonus program
147	160		after the school year h as started, the signing bonus shall be
148	161		prorated for the first year based on the percentage of days the
149	162		participating teacher is contracted to work.
150	163		E. 1. Prior to payment of any signing bonuses, the Department
151	164		shall verify all of the information submitted by the applicant
152	165		pursuant to subsection C of this section is accurate and confirm the
153	166		applicant is eligible to participate in the signing bonus program.
154	167		2. Prior to the beginning of each school year after the
155	168		teacher's first year participating in the signing bonus program , the
156	169		teacher shall provide verification to the Department that the
157	170		teacher continues to be eligible for the signing bonus program,
158	171		including documentation from the Oklahoma school district where the
159	172		teacher is employed full time.
160		-	F. Any signing bonus paid pursuant to the Return to Teach
161		-	Signing Bonus Act shall not be included in the calculation of salary
162		-	for purposes of meet ing the district or statutory minimu m salary
163		-	schedule or for purposes of calculating Teachers ' Retirement System
164		-	of Oklahoma contributions or benefits .

191	205		G. The State Board of Education shall adopt rules to implement
192	206		the provisions of the Return to Teach Signing Bonus Act.
193	207		SECTION 2. It being immediately necessary for the preservation
194	208		of the public peace, health or safety, an emergency i s hereby
195	209		declared to exist, by reason whereof t his act shall take effect and
196	210		be in full force from and aft er its passage and approval.
