BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: SECTION 1. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 5 -149.4 of Title 70, unless there is created a duplication in numbering, read s as follows: A. This act shall be known and may be cited as “Alyssa’s Law”. B. Beginning with the 2024 -2025 school year, each school district in this state shall implement a hardwired or mobile panic alert system. The system shall: 1. Integrate with public safety answering point infrastructure to transmit 9-1-1 calls and mobile activations. C. The State Department of Education shall publish a list of approved hardwired and mobile panic alert systems. At a minimum, an approved school security alert and response system shall: 1. Automatically alert designated school personnel when an emergency response is initiated on -site by smartphone application, phone call, text message, or other technology; 2. Provide emergency responders with floor plans, caller location, and other information to assist emergency responders during a 9-1-1 call; and 3. Integrate designated school personnel with emergency responders to provide real -time situational updates during an emergency. D. It is the intent of the Legislature that the State Board of Education shall use funds appropriated for the support of public school activities to implement the provisio ns of this section. SECTION 2. This act shall become effective July 1, 2024. SECTION 3. It being immediately necessary for the preservation of the public peace, health, or safety, an emergency is hereby declared to exist, by reason whereof this act shall take effect and be in full force from and after its passage and approval.
