145+SECTION 1. NEW LAW A new section of law to be codified
146+in the Oklahoma Statutes as Section 5 -149.4 of Title 70, unless
147+there is created a duplication in numbering, reads as follows:
148+A. This act shall be known and may be cited as “Alyssa’s Law”.
149+B. Beginning with the 2024 -2025 school year, each school
150+district in this state shall implement a hardwired or mobile panic
151+alert system. The system shall:
152+1. Connect emergency service technologies to ensure real -time
153+coordination among multiple first responder agencies; and
154+2. Integrate with public safety answering point infrastructure
155+to transmit 9-1-1 calls and mobile activations.
156+C. The State Department of Education shall publish a list of
157+approved hardwired and mobile panic alert systems. At a minimum, an
158+approved school security alert and response system shall:
159+1. Automatically alert designated school pe rsonnel when an
160+emergency response is initiated on -site by smartphone application,
161+phone call, text message, or other technology;
162+2. Provide emergency responders with floor plans, caller
163+location, and other information to assist emergency responders
164+during a 9-1-1 call; and
165+3. Integrate designated school personnel with emergency
166+responders to provide real -time situational updates during an
167+emergency.

218+D. It is the intent of the Legislature that the State Board of
219+Education shall use funds appropriated for the support of public
220+school activities to implement the provisions of this section.
221+SECTION 2. This act shall become effective July 1, 2024.
222+SECTION 3. It being immediately necessary for the preservation
223+of the public peace, health, or safety, an emergency is hereby
224+declared to exist, by reason whereof this act shall take effect and
225+be in full force from and after its passage and approval. ”

70397 be a continuing fund, not subject to fiscal year limitations, and

74450 1. Reimbursements, grants, or other mo nies received from other
75451 state agencies and entiti es for school security;

77452 2. Reimbursements, grants, or other monies received from the
78453 United States government oblig ated to school security projects;

82455 4. Monies appropriated or apportioned by the Legislature.

84456 B. All monies accruing to the credit of the School Security
85457 Revolving Fund are hereby appropriated and may be budgeted and
86458 expended by the State Department of Education for the purposes of:

88459 1. Establishing and m aintaining a School Resource Officer
89460 Program; and

91461 2. Providing physical securit y enhancements for schools
92462 including, but not limited to, school resource officers, cameras,
93463 gates, lighting, locks, doors, windows, security geofencing, and
94464 ballistic storm shelters , and mobile panic alert systems .

96465 Monies in the School Security Revolving Fund shall supplement
97466 and not supplant existing school security funding.

99467 C. Expenditures from the School Security Revolving Fund shall
100468 be made upon warrants issued by the State Treasurer against claims
101469 filed as prescribed by law with the Director of the O ffice of
102470 Management and Enterprise Services for approval and payment.
103471 Expenditures from the School Security Revolving Fund shall not
104472 exceed Fifty Million Dollars ($50,000,000.00) in any fiscal year and
