5855 BE IT ENACTED BY THE PEOPLE OF THE STAT E OF OKLAHOMA:
5956 SECTION 1. NEW LAW A new section of law to be codified
6057 in the Oklahoma Statutes as Section 24-100.11 of Title 70, unless
6158 there is created a duplication in numbering, reads as follows:
6259 A. Each school district board of education in this state shall
6360 adopt a policy regarding sex trafficking and exploitation prevention
6461 and education programs for stud ents.

92-B. Each school district board of education in this state shall
93-provide schoolwide education programs to all students i n grades six
9490 through twelve and staff addres sing sex trafficking and exploitation
9591 prevention and awareness.
9692 C. The State Departmen t of Education shall develop and make
9793 available to every public school that serves sixth through twelfth
9894 grades in this state curriculum that shall be taught as a stand -
9995 alone unit of instruction regarding human trafficking with an
10096 emphasis on sex trafficki ng. The curriculum shall be age
10197 appropriate and shall include an emphasis on ex ploitation
10298 prevention. For students in grade s nine through twelve, c urriculum
10399 shall specifically include the following:
104100 1. Definitions and nature of sex trafficking and explo itation;
105101 2. Current laws of sex trafficking and exploitation in
106102 Oklahoma;
107103 3. Facts and statistics of sex trafficking and ex ploitation in
108104 Oklahoma and throughout the Un ited States;
109105 4. How sex traffickers profile victims;
110106 5. The role of online computer a ctivity;
111107 6. How demand is created and the industries that influence sex
112108 trafficking and exploitation;
113109 7. How to identify a potential victim and what to do when a
114110 person identifies a victim;
115111 8. Understanding force, fraud , and coercion;

144139 10. The differences between prostitution and sex trafficking

146141 11. The role that pornography plays in sex trafficking a nd
147142 exploitation;
148143 12. Understanding the complexities of abuse, indoctrination ,
149144 and manipulation;
150145 13. Understanding the physiological makeup of a sex trafficking
151146 victim;
152147 14. Rescuing victims of sex trafficking a nd exploitation; and
153148 15. How to engage in t he fight against sex trafficking and
154149 exploitation.
155150 D. The State Department of Educatio n shall develop and make
156151 available to every public school that serves sixth through twelfth
157152 grades in this state curriculum t hat shall be taught as a stand -
158153 alone unit of instruction regarding social media and how students
159154 may best protect themselves from e xploitation when using social
160155 media and internet services including, but not lim ited to, online
161156 gaming, chat rooms, and email . The curriculum shall be age
162157 appropriate and shall be updated annually to respond to changes in
163158 social media.
164159 E. The State Department of Education may collaborate with
165160 outside organizations including law enforcement agencies to develop
166161 the curriculum required by this section at no cost to the Sta te
162+Department of Education . The State Department of Education shall

194-Department of Education . The State Department of Educati on shall
195189 work with the Internet Crimes Against Children Unit o f the Oklahoma
196190 State Bureau of Investigation in the development of curriculum
197191 required under this act. The curriculum shall be provid ed at no
198192 cost to school districts.
199193 F. Curriculum used by a school district pursuant to this
200194 section shall be made available for public inspection on the school
201195 district’s website.
202196 G. The curriculum required in subsections C and D of this
203197 section shall be combined into a single unit .
204198 1. For grades six through eight, the curriculum shall be taught
205199 as a ninety-minute unit divided into forty-five-minute segments over
206200 two (2) days, which may not be consecutive, but each segment shall
207201 be provided no more than one week apart.
208202 2. For grades nine through twelve, the curriculum shall be
209203 taught as a one-hundred-thirty-five-minute unit divided into forty -
210204 five-minute segments over three (3) days, which may not be
211205 consecutive, but each segment shall be provided no mor e than one
212206 week apart.
213207 H. School districts shall provide p arents and legal guardians
214208 of students written notification, which includes an explanation of
215209 the presentation, who the presenter(s) will be, and any organization
216210 with which the presenter is affili ated, at least seven (7) day s
217211 prior to presentation of the curriculum . The notification shall

245-include information to parents and legal guardians that th ey may opt
246239 their student out of the curriculum by providing written notice to
247240 the school district.
248241 I. Each school district board o f education may partner with
249242 nonprofit organizations and law enforcement agencies that specialize
250243 in outreach and education p rograms on sex trafficking and
251244 exploitation to make literature that addresses sex trafficking and
252245 exploitation available and to ass ist in presenting the curriculum to
253246 students. Literature an d assistance provided pursuant to this
254247 subsection shall be at no cost to school districts and shall be
255248 limited in scope to the topics and guidance provided in subsectio ns
256249 B, C, and D of this secti on. Any literature provided pursuant to
257250 this subsection shall be made available for public inspection on the
258251 school district’s website.
259252 J. The State Department of Education shall develop and make
260253 available to the public on its website a ninety-minute education
261254 video that addresses sex trafficking, exploitation pr evention, and
262255 social media use. The program shall be divided int o segments not to
263256 exceed twenty (20) minutes each. The Department shall also make
264257 available on its web site links to materials that complement the
265258 education video and links to nonprofit organ izations that specialize
266259 in outreach and education programs on se x trafficking and
267260 exploitation. The education video required by this subsection shall
268261 address the topics outlined in paragraphs 1 through 15 of subsection

298290 K. The State Department of Education shall identify resources
299291 and provide exemplar units or sample lesson plans designed to help
300292 teachers provide instruction on the subject matters outlined in this
301293 section.
302294 SECTION 2. This act shall become effective July 1, 2025.
