59 | 56 | | SECTION 1. NEW LAW A new section of law to be codified |
---|
60 | 57 | | in the Oklahoma Statutes as Section 24-100.11 of Title 70, unless |
---|
61 | 58 | | there is created a duplication in numbering, reads as follows: |

63 | 60 | | adopt a policy regarding sex trafficking and exploitation prevention |
---|
64 | 61 | | and education programs for stud ents. |

96 | 92 | | C. The State Departmen t of Education shall develop and make |

97 | 93 | | available to every public school that serves sixth through twelfth |

99 | 95 | | alone unit of instruction regarding human trafficking with an |
---|
100 | 96 | | emphasis on sex trafficki ng. The curriculum shall be age |

101 | 97 | | appropriate and shall include an emphasis on ex ploitation |
---|
102 | 98 | | prevention. For students in grade s nine through twelve, c urriculum |
---|

105 | 101 | | 2. Current laws of sex trafficking and exploitation in |

107 | 103 | | 3. Facts and statistics of sex trafficking and ex ploitation in |

108 | 104 | | Oklahoma and throughout the Un ited States; |

109 | 105 | | 4. How sex traffickers profile victims; |
---|
110 | 106 | | 5. The role of online computer a ctivity; |
---|
111 | 107 | | 6. How demand is created and the industries that influence sex |
---|
112 | 108 | | trafficking and exploitation; |
---|
113 | 109 | | 7. How to identify a potential victim and what to do when a |
---|
114 | 110 | | person identifies a victim; |
---|
115 | 111 | | 8. Understanding force, fraud , and coercion; |
---|
144 | 139 | | 10. The differences between prostitution and sex trafficking |
---|
145 | 140 | | and exploitation; |
---|
146 | 141 | | 11. The role that pornography plays in sex trafficking a nd |
---|
147 | 142 | | exploitation; |

148 | 143 | | 12. Understanding the complexities of abuse, indoctrination , |

150 | 145 | | 13. Understanding the physiological makeup of a sex trafficking |

152 | 147 | | 14. Rescuing victims of sex trafficking a nd exploitation; and |

153 | 148 | | 15. How to engage in t he fight against sex trafficking and |

154 | 149 | | exploitation. |

155 | 150 | | D. The State Department of Educatio n shall develop and make |
---|
156 | 151 | | available to every public school that serves sixth through twelfth |
---|
157 | 152 | | grades in this state curriculum t hat shall be taught as a stand - |
---|
158 | 153 | | alone unit of instruction regarding social media and how students |
---|
159 | 154 | | may best protect themselves from e xploitation when using social |
---|
160 | 155 | | media and internet services including, but not lim ited to, online |
---|
161 | 156 | | gaming, chat rooms, and email . The curriculum shall be age |
---|
162 | 157 | | appropriate and shall be updated annually to respond to changes in |
---|
163 | 158 | | social media. |
---|
164 | 159 | | E. The State Department of Education may collaborate with |
---|
165 | 160 | | outside organizations including law enforcement agencies to develop |
---|
166 | 161 | | the curriculum required by this section at no cost to the Sta te |
---|
195 | 189 | | work with the Internet Crimes Against Children Unit o f the Oklahoma |
---|
196 | 190 | | State Bureau of Investigation in the development of curriculum |
---|
197 | 191 | | required under this act. The curriculum shall be provid ed at no |
---|
198 | 192 | | cost to school districts. |
---|
199 | 193 | | F. Curriculum used by a school district pursuant to this |
---|
200 | 194 | | section shall be made available for public inspection on the school |
---|
201 | 195 | | district’s website. |
---|
202 | 196 | | G. The curriculum required in subsections C and D of this |
---|
203 | 197 | | section shall be combined into a single unit . |
---|
204 | 198 | | 1. For grades six through eight, the curriculum shall be taught |
---|
205 | 199 | | as a ninety-minute unit divided into forty-five-minute segments over |
---|
206 | 200 | | two (2) days, which may not be consecutive, but each segment shall |
---|
207 | 201 | | be provided no more than one week apart. |
---|
208 | 202 | | 2. For grades nine through twelve, the curriculum shall be |
---|
209 | 203 | | taught as a one-hundred-thirty-five-minute unit divided into forty - |
---|
210 | 204 | | five-minute segments over three (3) days, which may not be |
---|
211 | 205 | | consecutive, but each segment shall be provided no mor e than one |
---|
212 | 206 | | week apart. |
---|
213 | 207 | | H. School districts shall provide p arents and legal guardians |
---|
214 | 208 | | of students written notification, which includes an explanation of |
---|
215 | 209 | | the presentation, who the presenter(s) will be, and any organization |
---|
216 | 210 | | with which the presenter is affili ated, at least seven (7) day s |
---|
217 | 211 | | prior to presentation of the curriculum . The notification shall |
---|
246 | 239 | | their student out of the curriculum by providing written notice to |
---|
247 | 240 | | the school district. |
---|
248 | 241 | | I. Each school district board o f education may partner with |
---|
249 | 242 | | nonprofit organizations and law enforcement agencies that specialize |
---|
250 | 243 | | in outreach and education p rograms on sex trafficking and |
---|
251 | 244 | | exploitation to make literature that addresses sex trafficking and |
---|
252 | 245 | | exploitation available and to ass ist in presenting the curriculum to |
---|
253 | 246 | | students. Literature an d assistance provided pursuant to this |
---|
254 | 247 | | subsection shall be at no cost to school districts and shall be |
---|
255 | 248 | | limited in scope to the topics and guidance provided in subsectio ns |
---|
256 | 249 | | B, C, and D of this secti on. Any literature provided pursuant to |
---|
257 | 250 | | this subsection shall be made available for public inspection on the |
---|
258 | 251 | | school district’s website. |
---|
259 | 252 | | J. The State Department of Education shall develop and make |
---|
260 | 253 | | available to the public on its website a ninety-minute education |
---|
261 | 254 | | video that addresses sex trafficking, exploitation pr evention, and |
---|
262 | 255 | | social media use. The program shall be divided int o segments not to |
---|
263 | 256 | | exceed twenty (20) minutes each. The Department shall also make |
---|
264 | 257 | | available on its web site links to materials that complement the |
---|
265 | 258 | | education video and links to nonprofit organ izations that specialize |
---|
266 | 259 | | in outreach and education programs on se x trafficking and |
---|
267 | 260 | | exploitation. The education video required by this subsection shall |
---|
268 | 261 | | address the topics outlined in paragraphs 1 through 15 of subsection |
