56-BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
57-SECTION 1. AMENDATORY 59 O.S. 2021, Section 199.2, is
58-amended to read as follows:
59-Section 199.2. A. 1. There is hereby re -created, to continue
60-until July 1, 2024 July 1, 2026, in accordance with the provisions
61-of the Oklahoma Sunset Law, a State Board of Cosmetology and
62-Barbering which shall be composed of eleven (11) members to be
63-appointed by the Governor and to serve at the pleasure of the
64-Governor.

113+BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
114+SECTION 1. AMENDATORY 59 O.S. 2021, Section 199.2, is
115+amended to read as follows:
116+Section 199.2. A. 1. There is hereby re -created, to continue
117+until July 1, 2024 July 1, 2027, in accordance with the provisions
118+of the Oklahoma Sunset Law, a State Board of Cosmetology and
119+Barbering which shall be composed of eleven (11) members to be
120+appointed by the Governor and to serve at the pleasure of the
121+Governor.
91122 2. One member shall be appointed from each congressional
92123 district and the additional mem bers shall be appointed at-large at
93124 large. However, when congressional districts are redrawn, each
94125 member appointed prior to July 1 of the year in which such
95126 modification becomes effective shall complete the current term of
96127 office and appointments made af ter July 1 of the year in which such
97-modification becomes effective shall be based on the redrawn
98-districts. Appointments made after July 1 of the year in which such
99-modification becomes effective s hall be from any redrawn districts
100-which are not represented by a board Board member until such time as
101-each of the modified c ongressional districts are represented by a
102-board Board member. One member shall be a barber appointed at-large
103-at large.
104-3. At the time of appointment, the members shall be citizens of
105-this state, at least twenty -five (25) years of age, and shall be
106-high school graduates. Six members shall, at the time of
107-appointment, have had at least five (5) years ’ continuous practical
108-experience in the practice of cosmetology in this state; one member
109-shall be appointed at large and, at the time of the appointment,
110-have had at least five (5) years ’ continuous practical experience in
111-the practice of barbering in this state; one member s hall be a lay
112-person; one member shall be an administrator of a licensed private
113-cosmetology school; one member shall be an administrator of a

154+modification becomes effective shall be based on the redrawn
155+districts. Appointments made after July 1 of the year in which such
156+modification becomes effective shall be from any redrawn districts
157+which are not represen ted by a board member until such time as each
158+of the modified congressional districts are represented by a board
159+member. One member shall be a barber appointed at-large at large.
160+3. At the time of appointment, the members shall be citizens of

144174 of any cosmetic, beauty, or hairdressers ’ association. Each of the
145175 eight cosmetology appointees shall continue to be actively engaged
146176 in the profession of cosmetology while serving. No t wo members
147177 engaged in the profession of barbering shall be organizers of or
148-promote the organization of any barbering association. Each of the
149-two barbering appointees shall continue to be actively engaged in
150-the profession of barbering while serving.
151-5. If any member retires or ceases to practice his or her
152-profession during the term of membership on the Board, such terms
153-shall automatically cease and the Governor shall appoint a like-
154-qualified person to fulfill the remainder of the term.
155-B. The terms of office for Board members shall be four (4)
156-years ending June 30.
157-C. Each member shall serve until a successor is appointed and
158-qualified.
159-D. Six members of the Board shall constitute a quorum for the
160-transaction of business.
161-E. The Governor may remove any member of the Board at any time
162-at the Governor’s discretion. Vacancies shall be filled by
163-appointment by the Governor for the unexpired portion of the term.

205+two barbering appointees shall continue to be actively engaged in
206+the profession of barbering while serving.

204-for the use of the executive director in authenticating Board
205-documents.
206-I. The Board shall meet at its office for the transaction of
207-such business as may come before it on the second Monday in January,
208-March, May, July, September, and November and at such othe r times as
209-it may deem advisable.
210-SECTION 2. This act shall become effective July 1, 2024.
211-SECTION 3. It being immediately necessary for the preservation
212-of the public peace, health or safety, an emergency is hereby
