32	59		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

34	60		SECTION 1. NEW LAW A new section of law to be codifie d
35	61		in the Oklahoma Statutes as Section 415 of Title 3, unless there is
36	62		created a duplication in numbering, reads as follows:

38	63		There is hereby created in the State Treasury a revolving fund
39	64		for the Oklahoma Department of Aerospace and Aeronautics to be
40	65		designated the “Long-Term Aerospace and Aeronautics Infrastructure
41	66		Sustainability Revolving Fund”. The fund shall be a continuing
42	67		fund, not subject to fiscal year limitations, and shall consist of

43	95		all monies received by the Department from appropriations design ated
44	96		for the purpose of construction, maintenance, or other capital
45	97		projects. The Director of the Oklahoma Department of Aerospace and
46	98		Aeronautics shall, at the end of each month, provide a current

49	99		balance and statement of encumbrances of the fund to the Chair of
50	100		the Senate Appropriations Committee and the Chair of the House of
51	101		Representatives Appropriations and Budget Committee. All monies
52	102		accruing to the credit of the fund are hereby appropriated and may
53	103		be budgeted and expended by the Oklahoma Department of Aerospace and
54	104		Aeronautics for the sole purpose provided for in this section .
55	105		Expenditures from the fund shall be made upon warrants issued by the
56	106		State Treasurer against claims filed as prescribed by law with the
57	107		Director of the Office of Management and Enterprise Services for
58	108		approval and payment.

60	109		SECTION 2. It being immediately neces sary for the preservation
61	110		of the public peace, health or safety, an emergency is hereby
62	111		declared to exist, by reason whereof this act shall take effect and
63	112		be in full force from and after its passage and approval.
