6154 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
6255 SECTION 1. NEW LAW A new section of law to be codified
6356 in the Oklahoma Statutes as Section 3-412 of Title 2, unless there
6457 is created a duplication in numb ering, reads as follows:
6558 A. There is hereby created the Oklahoma Industrial Hemp Task
6659 Force until December 31, 2026. The purpose of the task force shall
6760 be to provide the Legislature and the Governor wi th information on
61+impacts of the production and processing of indust rial hemp in the
62+state.
63+B. The task force shall consist of seven (7) members as

97-B. The task force shall consist of seven (7) members as
98-follows:
9991 1. One member, appointed by the Governor, who shall be an
10092 individual who represents the agricultu ral industry;
10193 2. One member, appointed by the President Pro Tempore of the
10294 Senate, who shall be an individual who represents the agricultural
10395 industry;
10496 3. One member, appointed by the Speaker of the House of
10597 Representatives, who shall be an individual wh o represents the
10698 agricultural industry;
10799 4. One member appointed by th e Oklahoma Department of
108100 Agriculture, Food, and Forestry;
109101 5. One member appointed by the Oklahoma Department of Commerce;
110102 6. One member appointed by the Oklahoma State University
111103 College of Agriculture; and
112104 7. One member appointed by the University of Oklahoma College
113105 of Architecture.
114106 C. A quorum for official business of the task force shall be
115107 four members. A chair and a vice chair shall be elected by a
116108 majority vote of the member s of the task force.
117109 D. Appointments to the task force shall be made by the
118110 appointing authority no la ter than sixty (60) days after the
111+effective date of this act. Appoint ed members shall, to the
112+greatest extent practicable , have by education or experienc e,
113+knowledge of industrial hemp. The chair shall hold the first
114+meeting of the task force no later tha n ninety (90) days after the

146-effective date of this act. Appoint ed members shall, to the
147-greatest extent practicable , have by education or experienc e,
148-knowledge of industrial hemp. The chair shall hold the first
149-meeting of the task force no later tha n ninety (90) days after the
150141 effective date of this act. Any v acancy in the membership of the
151142 task force shall be filled in the same manner provi ded for in the
152143 initial appointment.
153144 E. The members of the task force shall receive no compensation
154145 but shall receive travel reimbursement for necessary travel expenses
155146 incurred in the performance of their dutie s in accordance with the
156147 State Travel Reimbursement Act. The task force shall be staffed by
157148 the Oklahoma Department of Agriculture, Food, and Forestry and shall
158149 meet as often as necessary to perform its duties.
159150 F. The task force m ay consult with any organization, government
160151 entity, or person in the development of its report required pursuant
161152 to the provisions of subsection G of this section.
162153 G. On or before December 24, 202 6, the task force shall
163154 electronically submit to the Governor, the President Pro Tempore of
164155 the Senate, the Speaker of the House of Re presentatives, and the
165156 chairs of the Senate and House committees that oversee agriculture,
166157 a report containing, but not limited to, the following information
167158 based on available dat a:
159+1. A review of laws and regulations on hemp used for industrial
160+purposes used by this state, other states, and the federal
161+government;
162+2. A recommendation on allowable amounts of
163+tetrahydrocannabinol (THC) in hemp used for industrial purposes ;

199-tetrahydrocannabinol (THC) in hemp used for industrial purposes;
200190 3. A recommendation on the definition of hemp as it pertains to
201191 fiber and grain processing versus cannabidiol (CBD) extraction and
202192 processing;
203193 4. The need for outreach and assistance to farmers,
204194 agricultural cooperatives, farm organizations, tribal governments,
205195 and other related entities; and
206196 5. A recommendation on grant programs or other funding.
207197 SECTION 2. It being immediately necessar y for the preservation
208198 of the public peace, health or safety, an emergency is hereby
209199 declared to exist, by r eason whereof this act shall take effect and
210200 be in full force from and after its passage and approval.
