AMENDMENT NO. 1. Strike the title, enacting clause, and entire bill
and insert:
"An Act relating to the L egacy Capital Financing
Fund; making an appropriation; establishing source
and amount; providing for noncodification; providing
an effective date; and declaring an emergency.
BE IT ENACTED BY THE PEOPLE OF T HE STATE OF OKLAHOMA:
SECTION 1. NEW LAW A new section of law not to be
codified in the Oklahoma Statutes reads as follows:
There is hereby appropriated to the Legacy Capital Financing
Fund created in Section 187B of Title 73 of the Oklahoma Statutes
from any monies not otherwise appropriated from the General Revenue

Fund of the State Treasury fo r the fiscal year end ing June 30, 2023,
the sum of Three Hundred Fifty Million Dollars ($350,000,000.00) to
be administered in accordance wi th law.
SECTION 2. This act shall become effective July 1, 202 4.
SECTION 3. It being immediately necessary for the preservation
of the public peace, health or safety, an emergency is hereby
declared to exist, by reason whereof this act shall take effect and
be in full force from and after its passage an d approval."

BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
SECTION 4. There is hereby appropriated to the Legacy Capital
Financing Fund created in Section 187B of Title 73 of the Oklahoma
Statutes from any monies not otherwise app ropriated from the General
Revenue Fund of the State Treasury for the fiscal year end ing June
30, 2023, the sum of One Hundred Sixty Million Dollars
($160,000,000.00) or so much thereof as may be necessary to be
administered in accordance with law.
SECTION 5. This act shall become effective July 1, 2024.
SECTION 6. It being immediately necessary for the preservation
of the public peace, health or safety, an emergency is hereby
declared to exist, by reason whereof this act s hall take effect and
be in full force from and after its passage and approval.
