38	39		An Act relating to schools; amending 70 O.S. 2021,
39	40		Section 5-148, which relates to security drills;
40	41		requiring certain law enforcement officers and
41	42		emergency medical service providers to be physically
42	43		present during a minimum of one drill; providing for
43	44		notification prior to certain drill; providing an
44	45		effective date; and declaring an eme rgency.

48	51		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOM A:
49	52		SECTION 1. AMENDATORY 70 O.S. 2021, Section 5 -148, is
50	53		amended to read as follows:
51	54		Section 5-148. A. Each district board of education shall
52	55		ensure that a minimum of four security drills are conducted at each
53	56		public school within the district each school year. No security
54	57		drill shall be conducted at the same time of day as a previous
55	58		security drill conducted in the same sc hool year, and no more than
56	59		two security drills shall be conducted in one semester. One
57	60		security drill shall be conducted within the first fifteen (15) days
58	61		of each semester. Additional drills may be conduc ted at the
59	62		discretion of the district. Security drills shall be conducted for
60	63		the purpose of securing school buildings to prevent or mitigate
61		-	injuries or deaths that may result from a threat around or in the

88	92		school. The drills shall conform to the writte n plans and
89	93		procedures adopted by the district a s required by Section 681 of
90	94		Title 63 of the Oklahoma Statutes. All students and employees shall
91	95		participate in the drills, with the extent of student involvement to
92	96		be determined by the district.
93	97		B. Law enforcement officers and emergency medical service
94	98		providers that serve an area in wh ich a school district is located
95	99		shall be physically present and directly involved in a minimum of
96	100		one (1) security drill required by this section. School districts
97	101		shall notify law enforcement officers and emergency medical service
98	102		providers at least forty-eight (48) hours before conducting a
99	103		security drill which they are expected to attend.
100	104		C. The State Board of Education shall adopt rules to implement
101	105		the provisions of this section.
102	106		SECTION 2. This act shall become effective July 1, 2023.
103	107		SECTION 3. It being immediately necessary for the p reservation
104	108		of the public peace, health , or safety, an emergency is hereby
105	109		declared to exist, by reason whereof thi s act shall take effect and
106	110		be in full force from and after its passa ge and approval.
