3839 An Act relating to schools; amending 70 O.S. 2021,
3940 Section 5-148, which relates to security drills;
4041 requiring certain law enforcement officers and
4142 emergency medical service providers to be physically
4243 present during a minimum of one drill; providing for
4344 notification prior to certain drill; providing an
4445 effective date; and declaring an eme rgency.

4851 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOM A:
4952 SECTION 1. AMENDATORY 70 O.S. 2021, Section 5 -148, is
5053 amended to read as follows:
5154 Section 5-148. A. Each district board of education shall
5255 ensure that a minimum of four security drills are conducted at each
5356 public school within the district each school year. No security
5457 drill shall be conducted at the same time of day as a previous
5558 security drill conducted in the same sc hool year, and no more than
5659 two security drills shall be conducted in one semester. One
5760 security drill shall be conducted within the first fifteen (15) days
5861 of each semester. Additional drills may be conduc ted at the
5962 discretion of the district. Security drills shall be conducted for
6063 the purpose of securing school buildings to prevent or mitigate

91+injuries or deaths that may result from a threat around or in the
8892 school. The drills shall conform to the writte n plans and
8993 procedures adopted by the district a s required by Section 681 of
9094 Title 63 of the Oklahoma Statutes. All students and employees shall
9195 participate in the drills, with the extent of student involvement to
9296 be determined by the district.
9397 B. Law enforcement officers and emergency medical service
9498 providers that serve an area in wh ich a school district is located
9599 shall be physically present and directly involved in a minimum of
96100 one (1) security drill required by this section. School districts
97101 shall notify law enforcement officers and emergency medical service
98102 providers at least forty-eight (48) hours before conducting a
99103 security drill which they are expected to attend.
100104 C. The State Board of Education shall adopt rules to implement
101105 the provisions of this section.
102106 SECTION 2. This act shall become effective July 1, 2023.
103107 SECTION 3. It being immediately necessary for the p reservation
104108 of the public peace, health , or safety, an emergency is hereby
105109 declared to exist, by reason whereof thi s act shall take effect and
106110 be in full force from and after its passa ge and approval.
