An Act relating to schools; amending 70 O.S. 2021, 
Section 5-148, which relates to security drills; 
requiring certain law enforcement officers a nd 
emergency medical service providers to be physically 
present during a minimum of one drill; providing for 
notification prior to certain drill; providing an 
effective date; and declaring an eme rgency. 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE O F OKLAHOMA: 
SECTION 1.     AMENDATORY     70 O.S. 2021, Section 5 -148, is 
amended to read as follows: 
Section 5-148. A. Each district board of education shall 
ensure that a minimum of four security drills are conducted at each 
public school within the district each school year.  No security 
drill shall be conducted at the same time of day as a previous 
security drill conducted in the same sc hool year, and no more than 
two security drills shall be conducted in one semester.  One 
security drill shall be conducted within the first fifteen (15) days 
of each semester.  Additional drills may be conduc ted at the 
discretion of the district.  Security drills shall be conducted for 
the purpose of securing school buildings to prevent or mitigate 
injuries or deaths that may result from a threat around or in the

school.  The drills shall conform to the writte n plans and 
procedures adopted by the district a s required by Section 681 of 
Title 63 of the Oklahoma Statutes.  All students and employees shall 
participate in the drills, with the extent of student involvement to 
be determined by the district. 
B.  Law enforcement officers and emergency medical service 
providers that serve an area in wh ich a school district is located 
shall be physically present and directly involved in a minimum of 
one (1) security drill required by this section.  School districts 
shall notify law enforcement officers and emergency medical service 
providers at least forty-eight (48) hours before conducting a 
security drill which they are expected to attend. 
C. The State Board of Education shall adopt rules to implement 
the provisions of this section. 
SECTION 2.  This act shall become effective July 1, 2023. 
SECTION 3.  It being immediately necessary for the preservation 
of the public peace, health , or safety, an emergency is hereby 
declared to exist, by reason whereof thi s act shall take effect and 
be in full force from and after its passa ge and approval.
