SENATE RESOLUTION RESPECTFULLY REQUESTING RHODE ISLAND ENERGY IN CONJUNCTION WITH THE PUBLIC UTILITIES COMMISSION TO SUBMIT A PROPOSAL FOR NEW, MULTI-YEAR ELECTRIC VEHICLE PROGRAMMING
Requires every public school in Rhode Island to have a school library or library media center in a permanent and dedicated space available to students in grades K-12 with a librarian available.
Directs the commissioner of postsecondary education to prepare a strategic plan for public higher education which is aligned with the goals of the board of education's strategic plan.
JOINT RESOLUTION CREATING A SPECIAL JOINT LEGISLATIVE COMMISSION TO STUDY STUDENT TRANSPORTATION NEEDS AND SYSTEM COSTS (Creates a 13-member joint commission to study the transportation needs of students and recommend what changes are necessary, and who would report back to the General Assembly by April 16, 2025, and expire on May 27, 2025.)
Mandates that school districts provide culturally competent, de-escalation, and trauma-informed methods to minimize classroom disruptions and improve student learning.
Establishes requirements which would have to be met by an applicant prior to the issuing of permits for an activity that would have an environmental impact on or would increase the cumulative impacts on an environmental justice area.
Submits 2024 capital development program requesting the issuance of $100,000,000 in general obligation bonds to the voters for approval at the November 8, 2024, general election.
Extends the time for which a student may enroll in order to qualify for the Promise Scholarship or the Hope Scholarship up to one year after high school graduation.
JOINT RESOLUTION MAKING AN APPROPRIATION OF $20,000,000 FOR THE HOUSING DOWN PAYMENT ASSISTANCE PROGRAM (This resolution would authorize the appropriation of the sum of $20,000,000 to support the Down Payment Assistance program.)
Adds multilingual learners into the determination of high-need students and provides a student success factor of twenty-five percent (25%) of the core instruction per-pupil amount and repeals the categorical funding for these students.
JOINT RESOLUTION MAKING AN APPROPRIATION OF $500,000 TO THE UNITED WAY OF RHODE ISLAND FOR THE 2-1-1 HUMAN SERVICES HOTLINE (This resolution would authorize the appropriation of the sum of $500,000 to the United Way of Rhode Island to provide operational support for the 2-1-1 system.)
