| 7 | 7 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 8 | 8 | | SECTION 1. Section 11.252, Education Code is amended by |
|---|
| 9 | 9 | | adding Subsection 11.252(g) to read as follows: |
|---|
| 10 | 10 | | Section 11.252(g). A district improvement plan may |
|---|
| 11 | 11 | | establish a Texas Classroom Coaching program with the objective to; |
|---|
| 12 | 12 | | (1) improve student academic performance; and |
|---|
| 13 | 13 | | (2) reduce dropout rates. |

| 14 | 14 | | SECTION 2. Chapter 661, Government Code is amended by |
|---|
| 15 | 15 | | adding Subchapter 661.920 to read as follows: |
|---|
| 16 | 16 | | Section 661.920 TEXAS CLASSROOM COACHING. (a) A state |
|---|
| 17 | 17 | | employee continuously engaged in weekly classroom visits of 45 |
|---|
| 18 | 18 | | minutes in duration as a volunteer in the Texas Classroom Coaching |
|---|
| 19 | 19 | | Program established under 11.252(g), Education Code, may be granted |
|---|
| 20 | 20 | | a leave of absence without a deduction in salary or loss of vacation |
|---|
| 21 | 21 | | time, sick leave, earned overtime credit, or state compensatory |
|---|
| 22 | 22 | | time. |
|---|
| 23 | 23 | | (b) the leave of absence may not exceed 80 hours per fiscal |
|---|
| 24 | 24 | | year and 2 hours per week. Visits will be validated by school staff. |
|---|
| 25 | 25 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 26 | 26 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 27 | 27 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 28 | 28 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 29 | 29 | | Act takes effect September 1, 2009. |
