 A BILL TO BE ENTITLED
 AN ACT
 relating to the creation of the Texas Classroom Coaching Program.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1. Section 11.252, Education Code is amended by
 adding Subsection 11.252(g) to read as follows:
 Section 11.252(g).  A district improvement plan may
 establish a Texas Classroom Coaching program with the objective to;
 (1) improve student academic performance; and
 (2) reduce dropout rates.
 SECTION 2. Chapter 661, Government Code is amended by
 adding Subchapter 661.920 to read as follows:
 Section 661.920  TEXAS CLASSROOM COACHING.  (a)  A state
 employee continuously engaged in weekly classroom visits of 45
 minutes in duration as a volunteer in the Texas Classroom Coaching
 Program established under 11.252(g), Education Code, may be granted
 a leave of absence without a deduction in salary or loss of vacation
 time, sick leave, earned overtime credit, or state compensatory
 time.
 (b)  the leave of absence may not exceed 80 hours per fiscal
 year and 2 hours per week. Visits will be validated by school staff.
 SECTION 3. This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution. If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2009.
