                    BILL ANALYSIS     Senate Research Center S.B. 2251 81R8951 MCK-D By: Zaffirini, Hinojosa  Administration  4/17/2009  As Filed     AUTHOR'S / SPONSOR'S STATEMENT OF INTENT   The purpose of this legislation is to authorize placement of the Texas Tejano Monument on the south lawn of the State Capitol grounds, by exempting the monument from the current statutory moratorium prohibiting the placement of monuments on the south lawn.   As proposed,  S.B. 2251 relates to a Tejano memorial monument on the Capitol grounds.   RULEMAKING AUTHORITY   This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.    SECTION BY SECTION ANALYSIS   SECTION 1. Amends Chapter 443, Government Code, by adding Section 443.01525, as follows:   Sec. 443.01525. TEJANO MEMORIAL MONUMENT. Requires the State Preservation Board to establish a Tejano memorial monument on the south lawn of the Capitol grounds that pays tribute to the contributions of Tejanos to the State of Texas.   SECTION 2. Effective date: upon passage or September 1, 2009.

AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

The purpose of this legislation is to authorize placement of the Texas Tejano Monument on the south lawn of the State Capitol grounds, by exempting the monument from the current statutory moratorium prohibiting the placement of monuments on the south lawn.

 

As proposed,  S.B. 2251 relates to a Tejano memorial monument on the Capitol grounds.

SECTION BY SECTION ANALYSIS

 

SECTION 1. Amends Chapter 443, Government Code, by adding Section 443.01525, as follows:

 

Sec. 443.01525. TEJANO MEMORIAL MONUMENT. Requires the State Preservation Board to establish a Tejano memorial monument on the south lawn of the Capitol grounds that pays tribute to the contributions of Tejanos to the State of Texas.

 

SECTION 2. Effective date: upon passage or September 1, 2009.
