1010 A BILL TO BE ENTITLED
1111 AN ACT
1212 relating to certain personnel policies of the Texas Department of
1313 Criminal Justice and to certain related duties of the Texas Board of
1414 Criminal Justice.
1515 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1616 SECTION 1. Chapter 492, Government Code, is amended by
1717 adding Section 492.017 to read as follows:
1818 Sec. 492.017. PROFESSIONAL STANDARDS AND LABOR OVERSIGHT
1919 COMMITTEE. (a) The board shall create a professional standards
2020 and labor oversight committee composed of board members to review
2121 the implementation of and make necessary recommendations for rule
2222 and policy changes to increase the retention of department
2323 employees and reduce vacancies in critical positions held by those
2424 employees, including changes to:
2525 (1) career ladders established for department
2626 employees;
2727 (2) professional development of correctional officers
2828 and supervisory personnel;
2929 (3) labor-management cooperation, recruitment, and
3030 retention policies; and
3131 (4) complaint procedures involving disciplinary
3232 actions, grievance procedures, and appropriate alternative dispute
3333 resolution procedures.
3434 (b) The board, in conjunction with the professional
3535 standards and labor oversight committee, shall annually submit to
3636 the governor and the legislature a report that includes:
3737 (1) the results of the review and the recommendations
3838 considered under Subsection (a); and
3939 (2) any actions taken by the board or department
4040 during the preceding year to increase the retention of department
4141 employees and reduce vacancies in critical positions held by those
4242 employees.
4343 SECTION 2. Not later than December 1, 2009, the Texas Board
4444 of Criminal Justice shall establish a professional standards and
4545 labor oversight committee as required by Subsection (a), Section
4646 492.017, Government Code, as added by this Act. Not later than
4747 December 1, 2010, the committee shall submit to the governor and the
4848 legislature the first report required by Subsection (b), Section
4949 492.017, Government Code, as added by this Act.
5050 SECTION 3. This Act takes effect September 1, 2009.
