5 | 5 | | WHEREAS, The State of Texas lost a longtime state official on |
---|
6 | 6 | | January 14, 2009, with the passing of Jess M. Irwin, Jr., a very |
---|
7 | 7 | | experienced and accomplished man of family and faith who served his |
---|
8 | 8 | | state and his country throughout his life; and |
---|
9 | 9 | | WHEREAS, A Texas native, Jess M. Irwin, Jr., was born |
---|
10 | 10 | | September 24, 1912, in Dallas and graduated from Oak Cliff High |
---|
11 | 11 | | School before beginning his career with the state; and |
---|
12 | 12 | | WHEREAS, He proudly served as an infantryman in the 232nd |
---|
13 | 13 | | Infantry Regiment, 42nd "Rainbow" Division in Europe during World |
---|
14 | 14 | | War II, where he experienced combat and witnessed the horror of the |
---|
15 | 15 | | Dachau concentration camp; and |
---|
16 | 16 | | WHEREAS, Mr. Irwin returned home to Texas after serving his |
---|
17 | 17 | | country to resume an illustrious career with the State of Texas that |
---|
18 | 18 | | included his involvement in the creation of the Legislative Budget |
---|
19 | 19 | | Board and service in a number of notable positions; and |
---|
20 | 20 | | WHEREAS, Mr. Irwin served as budget director for Governors |
---|
21 | 21 | | Allen Shivers and Price Daniel, executive director of the board for |
---|
22 | 22 | | Texas State Hospitals and Special Schools, commissioner of the |
---|
23 | 23 | | Texas Rehabilitation Commission, member of the board for the Texas |
---|
24 | 24 | | Rehabilitation Commission, member of the Surplus Property Board, |
---|
25 | 25 | | member of the Sunset Commission, and executive director of the |
---|
26 | 26 | | Texas State Government Economy and Efficiency Commission; and |
---|
27 | 27 | | WHEREAS, An accomplished state official with an unwavering |
---|
28 | 28 | | dedication to duty, Jess M. Irwin, Jr., set an admirable example of |
---|
29 | 29 | | service to one's country and state; through his love for Texas and |
---|
30 | 30 | | his honorable service in numerous positions with the state, he has |
---|
31 | 31 | | left Texas a better place; now, therefore, be it |
---|
32 | 32 | | RESOLVED, That the 81st Legislature of the State of Texas |
---|
33 | 33 | | hereby honor the life of Jess M. Irwin, Jr., and extend deepest |
---|
34 | 34 | | sympathy to his family, which he considered to be his greatest |
---|
35 | 35 | | success: his daughter and son-in-law, Sylvia and Charles Betts; |
---|
36 | 36 | | his son and daughter-in-law, Jess and Trudy Irwin; his |
---|
37 | 37 | | grandchildren, Kris Adrian; Ruthanne Betts; Desiny Villarreal and |
---|
38 | 38 | | her husband, John; Sarah Swanson and her husband, Chris; and Matt |
---|
39 | 39 | | Irwin; his three great-grandchildren, Hannah Adrian, Alex |
---|
40 | 40 | | Villarreal, and Clarissa Villarreal; and his other relatives and |

41 | 41 | | many friends; and, be it further |

42 | 42 | | RESOLVED, That a copy of this resolution be prepared for his |

43 | 43 | | family as an expression of deepest sympathy from the Texas |

44 | 44 | | Legislature, and that when the legislature adjourns this day, it do |

45 | 45 | | so in memory of Jess M. Irwin, Jr. |
