44 SENATE CONCURRENT RESOLUTION
55 WHEREAS, The State of Texas lost a longtime state official on
66 January 14, 2009, with the passing of Jess M. Irwin, Jr., a very
77 experienced and accomplished man of family and faith who served his
88 state and his country throughout his life; and
99 WHEREAS, A Texas native, Jess M. Irwin, Jr., was born
1010 September 24, 1912, in Dallas and graduated from Oak Cliff High
1111 School before beginning his career with the state; and
1212 WHEREAS, He proudly served as an infantryman in the 232nd
1313 Infantry Regiment, 42nd "Rainbow" Division in Europe during World
1414 War II, where he experienced combat and witnessed the horror of the
1515 Dachau concentration camp; and
1616 WHEREAS, Mr. Irwin returned home to Texas after serving his
1717 country to resume an illustrious career with the State of Texas that
1818 included his involvement in the creation of the Legislative Budget
1919 Board and service in a number of notable positions; and
2020 WHEREAS, Mr. Irwin served as budget director for Governors
2121 Allen Shivers and Price Daniel, executive director of the board for
2222 Texas State Hospitals and Special Schools, commissioner of the
2323 Texas Rehabilitation Commission, member of the board for the Texas
2424 Rehabilitation Commission, member of the Surplus Property Board,
2525 member of the Sunset Commission, and executive director of the
2626 Texas State Government Economy and Efficiency Commission; and
2727 WHEREAS, An accomplished state official with an unwavering
2828 dedication to duty, Jess M. Irwin, Jr., set an admirable example of
2929 service to one's country and state; through his love for Texas and
3030 his honorable service in numerous positions with the state, he has
3131 left Texas a better place; now, therefore, be it
3232 RESOLVED, That the 81st Legislature of the State of Texas
3333 hereby honor the life of Jess M. Irwin, Jr., and extend deepest
3434 sympathy to his family, which he considered to be his greatest
3535 success: his daughter and son-in-law, Sylvia and Charles Betts;
3636 his son and daughter-in-law, Jess and Trudy Irwin; his
3737 grandchildren, Kris Adrian; Ruthanne Betts; Desiny Villarreal and
3838 her husband, John; Sarah Swanson and her husband, Chris; and Matt
3939 Irwin; his three great-grandchildren, Hannah Adrian, Alex
4040 Villarreal, and Clarissa Villarreal; and his other relatives and
4141 many friends; and, be it further
4242 RESOLVED, That a copy of this resolution be prepared for his
4343 family as an expression of deepest sympathy from the Texas
4444 Legislature, and that when the legislature adjourns this day, it do
4545 so in memory of Jess M. Irwin, Jr.
