99 AN ACT
1010 relating to restrictions on written information required to be
1111 provided by public school teachers and a study by the commissioner
1212 of education concerning implementation of the restrictions.
1313 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1414 SECTION 1. Section 7.060, Education Code, is amended by
1515 adding Subsection (c) to read as follows:
1616 (c) The commissioner shall conduct a study of how a school
1717 district can timely accomplish the results prescribed under Section
1818 11.164(d) concerning reduction in the written information a teacher
1919 is required to prepare. Not later than January 1, 2013, the
2020 commissioner shall submit the results of the study to the governor,
2121 the lieutenant governor, the speaker of the house of
2222 representatives, and the presiding officers of each legislative
2323 standing committee with primary jurisdiction over public education
2424 and make the results available to each school district in this
2525 state. This subsection expires January 31, 2013.
2626 SECTION 2. Section 11.164, Education Code, is amended by
2727 adding Subsection (d) to read as follows:
2828 (d) In addition to the requirements otherwise prescribed by
2929 this section, the board of trustees of each school district shall
3030 adopt policies that result in a substantial reduction of the total
3131 amount of written information that a teacher is required to
3232 prepare, as determined in comparison to the total amount of written
3333 information required to be prepared by a teacher during the
3434 2011-2012 school year. The board of trustees shall base the amount
3535 of the reduction required on the results of the study conducted
3636 under Section 7.060(c). A school district shall implement the
3737 policies required by this subsection beginning not later than the
3838 2014-2015 school year. This subsection expires September 1, 2015.
3939 SECTION 3. This Act takes effect immediately if it receives
4040 a vote of two-thirds of all the members elected to each house, as
4141 provided by Section 39, Article III, Texas Constitution. If this
4242 Act does not receive the vote necessary for immediate effect, this
4343 Act takes effect September 1, 2011.
