| 11 | 11 | | provided by public school teachers and a study by the commissioner |
|---|
| 12 | 12 | | of education concerning implementation of the restrictions. |
|---|
| 13 | 13 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 14 | 14 | | SECTION 1. Section 7.060, Education Code, is amended by |
|---|
| 15 | 15 | | adding Subsection (c) to read as follows: |
|---|
| 16 | 16 | | (c) The commissioner shall conduct a study of how a school |
|---|
| 17 | 17 | | district can timely accomplish the results prescribed under Section |
|---|
| 18 | 18 | | 11.164(d) concerning reduction in the written information a teacher |
|---|
| 19 | 19 | | is required to prepare. Not later than January 1, 2013, the |
|---|
| 20 | 20 | | commissioner shall submit the results of the study to the governor, |
|---|
| 21 | 21 | | the lieutenant governor, the speaker of the house of |
|---|
| 22 | 22 | | representatives, and the presiding officers of each legislative |
|---|
| 23 | 23 | | standing committee with primary jurisdiction over public education |
|---|
| 24 | 24 | | and make the results available to each school district in this |
|---|
| 25 | 25 | | state. This subsection expires January 31, 2013. |
|---|
| 26 | 26 | | SECTION 2. Section 11.164, Education Code, is amended by |
|---|
| 27 | 27 | | adding Subsection (d) to read as follows: |
|---|
| 28 | 28 | | (d) In addition to the requirements otherwise prescribed by |
|---|
| 29 | 29 | | this section, the board of trustees of each school district shall |
|---|
| 30 | 30 | | adopt policies that result in a substantial reduction of the total |
|---|
| 31 | 31 | | amount of written information that a teacher is required to |
|---|
| 32 | 32 | | prepare, as determined in comparison to the total amount of written |
|---|
| 33 | 33 | | information required to be prepared by a teacher during the |
|---|
| 34 | 34 | | 2011-2012 school year. The board of trustees shall base the amount |
|---|
| 35 | 35 | | of the reduction required on the results of the study conducted |
|---|
| 36 | 36 | | under Section 7.060(c). A school district shall implement the |
|---|
| 37 | 37 | | policies required by this subsection beginning not later than the |
|---|
| 38 | 38 | | 2014-2015 school year. This subsection expires September 1, 2015. |
|---|
| 39 | 39 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 40 | 40 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 41 | 41 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 42 | 42 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 43 | 43 | | Act takes effect September 1, 2011. |
