| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Section 502.0023, Transportation Code, is |
|---|
| 13 | 13 | | amended by amending Subsection (d) and adding Subsection (d-1) to |
|---|
| 14 | 14 | | read as follows: |
|---|
| 15 | 15 | | (d) A license plate issued under this section: |
|---|
| 16 | 16 | | (1) may, on request of the owner, include the name or |
|---|
| 17 | 17 | | logo of the business entity that owns the vehicle; |
|---|
| 18 | 18 | | (2) except as provided by Subsection (d-1), must |
|---|
| 19 | 19 | | include the expiration date of the registration period; and |
|---|
| 20 | 20 | | (3) does not require an annual registration insignia |
|---|
| 21 | 21 | | to be valid. |
|---|
| 22 | 22 | | (d-1) The department shall issue a license plate for a token |
|---|
| 23 | 23 | | trailer registered under this section that does not expire. The |
|---|
| 24 | 24 | | alphanumeric pattern for a license plate issued under this |
|---|
| 25 | 25 | | subsection may remain on a token trailer for as long as the |
|---|
| 26 | 26 | | registration of the token trailer is renewed or until the token |
|---|
| 27 | 27 | | trailer is removed from service or sold. The registration receipt |
|---|
| 28 | 28 | | required under Section 621.002 is not required for a vehicle that |
|---|
| 29 | 29 | | displays a license plate issued under this subsection. |

| 30 | 30 | | SECTION 2. Section 502.255(i), Transportation Code, is |
|---|
| 31 | 31 | | amended to read as follows: |
|---|
| 32 | 32 | | (i) The department shall issue a license plate for a token |
|---|
| 33 | 33 | | trailer registered under this section that does not expire or |
|---|
| 34 | 34 | | require an annual registration insignia to be valid. The |
|---|
| 35 | 35 | | alphanumeric pattern for a license plate issued under this |
|---|
| 36 | 36 | | subsection may remain on a token trailer for as long as the |
|---|
| 37 | 37 | | registration of the token trailer is renewed or until the token |
|---|
| 38 | 38 | | trailer is removed from service or sold. The registration receipt |
|---|
| 39 | 39 | | required under Section 621.002 is not required for a vehicle that |
|---|
| 40 | 40 | | displays a license plate issued under this subsection [may issue |
|---|
| 41 | 41 | | specially designed license plates for token trailers]. |

| 42 | 42 | | SECTION 3. The Texas Department of Motor Vehicles shall |
|---|
| 43 | 43 | | adopt rules for the administration of Sections 502.0023 and |
|---|
| 44 | 44 | | 502.255(i), Transportation Code, as amended by this Act, as soon as |
|---|
| 45 | 45 | | practicable after this Act takes effect. For that purpose, the |
|---|
| 46 | 46 | | department may adopt the rules in the manner provided by law for |
|---|
| 47 | 47 | | emergency rules. |
|---|
| 48 | 48 | | SECTION 4. This Act takes effect immediately if it receives |
|---|
| 49 | 49 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 50 | 50 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 51 | 51 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 52 | 52 | | Act takes effect September 1, 2013. |
