23	4		AN ACT
24	5		relating to the continuation and functions of the Texas Workforce
25	6		Investment Council, including assumption of the duties of the Texas
26	7		Skill Standards Board.
27	8		BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
28	9		SECTION 1. Section 2308.005, Government Code, is amended to
29	10		read as follows:
30	11		Sec. 2308.005. APPLICATION OF SUNSET ACT. The Texas
31	12		Workforce Investment Council is subject to Chapter 325 (Texas
32	13		Sunset Act). Unless continued in existence as provided by that
33	14		chapter, the council is abolished September 1, 2027 [2015]. The
34	15		council shall be reviewed during the period in which the Texas
35	16		Workforce Commission is reviewed.
36	17		SECTION 2. Subchapter C, Chapter 2308, Government Code, is
37	18		amended by adding Section 2308.109 to read as follows:
38	19		Sec. 2308.109. DUTY TO DEVELOP SKILL STANDARDS. (a) The
39	20		council shall provide advice to the governor and the legislature on
40	21		the development of a statewide system of industry-defined and
41	22		industry-recognized skill standards and credentials for all major
42	23		skilled occupations that:
43	24		(1) provide strong employment and earnings
44	25		opportunities in this state; and
45	26		(2) require less than a baccalaureate degree.
46	27		(b) The council shall:
47	28		(1) validate and recognize nationally established
48	29		skill standards to guide curriculum development, training,
49	30		assessment, and certification of workforce skills;
50	31		(2) convene industry groups to develop skill standards
51	32		and certification procedures for industries and occupations in
52	33		which standards have not been established or adopted and recognize
53	34		the skill standards and certification procedures;
54	35		(3) review the standards developed by other states and
55	36		foreign countries and enter into agreements for mutual recognition
56	37		of standards and credentials to enhance portability of skills; and
57	38		(4) promote the use of standards and credentials among
58	39		employers.
59	40		(c) The council shall:
60	41		(1) report on the council's duties under this section
61	42		to the governor; and
62	43		(2) provide annual reports on the council's duties
63	44		under this section to the governor, the division, and the
64	45		legislature.
65	46		SECTION 3. Subchapter H, Chapter 2308, Government Code, is
66	47		repealed.
67	48		SECTION 4. The Texas Skill Standards Board is abolished.
68	49		All powers and duties of the Texas Skill Standards Board are
69	50		transferred to the Texas Workforce Investment Council.
70	51		SECTION 5. This Act takes effect September 1, 2015.
