       AUTHOR'S / SPONSOR'S STATEMENT OF INTENT   Recent legislation mandated that a high school student's diploma and transcript include endorsements and performance acknowledgements earned by the student. School districts have expressed concern regarding the printing cost of individualized diplomas and the higher likelihood of printing errors on such diplomas. H.B. 181 seeks to reduce those costs and errors.    H.B. 181 amends current law relating to information printed by school districts on high school diplomas.   RULEMAKING AUTHORITY   Rulemaking authority previously granted to the State Board of Education is modified in SECTION 1 (Section 28.025, Education Code) of this bill.   SECTION BY SECTION ANALYSIS   SECTION 1. Amends Sections 28.025(c-1), (c-5), and (e-1), Education Code, as follows:   (c-1) Provides that a student may earn an endorsement on the student's transcript, rather than diploma and transcript, by successfully completing curriculum requirements for that endorsement adopted by the State Board of Education by rule.   (c-5) Makes a conforming change.   (e-1) Makes a conforming change.   SECTION 2. Provides that this Act applies beginning with a high school diploma issued at the end of the 2014-2015 school year.   SECTION 3. Effective date: upon passage or September 1, 2015. 

 

 

 

AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

RULEMAKING AUTHORITY

 

Rulemaking authority previously granted to the State Board of Education is modified in SECTION 1 (Section 28.025, Education Code) of this bill.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1. Amends Sections 28.025(c-1), (c-5), and (e-1), Education Code, as follows:

 

(c-1) Provides that a student may earn an endorsement on the student's transcript, rather than diploma and transcript, by successfully completing curriculum requirements for that endorsement adopted by the State Board of Education by rule.

 

(c-5) Makes a conforming change.

 

(e-1) Makes a conforming change.

 

SECTION 2. Provides that this Act applies beginning with a high school diploma issued at the end of the 2014-2015 school year.

 

SECTION 3. Effective date: upon passage or September 1, 2015.
