115 relating to information printed by school districts on high school
126 diplomas.
137 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
148 SECTION 1. Sections 28.025(c-1), (c-5), and (e-1),
159 Education Code, are amended to read as follows:
1610 (c-1) A student may earn an endorsement on the student's
1711 [diploma and] transcript by successfully completing curriculum
1812 requirements for that endorsement adopted by the State Board of
1913 Education by rule. The State Board of Education by rule shall
2014 provide students with multiple options for earning each
2115 endorsement, including, to the greatest extent possible, coherent
2216 sequences of courses. The State Board of Education by rule must
2317 permit a student to enroll in courses under more than one
2418 endorsement curriculum before the student's junior year. An
2519 endorsement under this subsection may be earned in any of the
2620 following categories:
2721 (1) science, technology, engineering, and mathematics
2822 (STEM), which includes courses directly related to science,
2923 including environmental science, technology, including computer
3024 science, engineering, and advanced mathematics;
3125 (2) business and industry, which includes courses
3226 directly related to database management, information technology,
3327 communications, accounting, finance, marketing, graphic design,
3428 architecture, construction, welding, logistics, automotive
3529 technology, agricultural science, and heating, ventilation, and
3630 air conditioning;
3731 (3) public services, which includes courses directly
3832 related to health sciences and occupations, education and training,
3933 law enforcement, and culinary arts and hospitality;
4034 (4) arts and humanities, which includes courses
4135 directly related to political science, world languages, cultural
4236 studies, English literature, history, and fine arts; and
4337 (5) multidisciplinary studies, which allows a student
4438 to:
4539 (A) select courses from the curriculum of each
4640 endorsement area described by Subdivisions (1) through (4); and
4741 (B) earn credits in a variety of advanced courses
4842 from multiple content areas sufficient to complete the
4943 distinguished level of achievement under the foundation high school
5044 program.
5145 (c-5) A student may earn a performance acknowledgment on the
5246 student's [diploma and] transcript by satisfying the requirements
5347 for that acknowledgment adopted by the State Board of Education by
5448 rule. An acknowledgment under this subsection may be earned:
5549 (1) for outstanding performance:
5650 (A) in a dual credit course;
5751 (B) in bilingualism and biliteracy;
5852 (C) on a college advanced placement test or
5953 international baccalaureate examination; or
6054 (D) on the PSAT, the ACT-Plan, the SAT, or the
6155 ACT; or
6256 (2) for earning a nationally or internationally
6357 recognized business or industry certification or license.
6458 (e-1) A school district shall clearly indicate a
6559 distinguished level of achievement under the foundation high school
6660 program as described by Subsection (b-15), an endorsement described
6761 by Subsection (c-1), and a performance acknowledgment described by
6862 Subsection (c-5) on the [diploma and] transcript of a student who
6963 satisfies the applicable requirements. The State Board of Education
7064 shall adopt rules as necessary to administer this subsection.
7165 SECTION 2. This Act applies beginning with a high school
7266 diploma issued at the end of the 2014-2015 school year.
7367 SECTION 3. This Act takes effect immediately if it receives
7468 a vote of two-thirds of all the members elected to each house, as
7569 provided by Section 39, Article III, Texas Constitution. If this
7670 Act does not receive the vote necessary for immediate effect, this
7771 Act takes effect September 1, 2015.
