| 12 | 12 | SECTION 1. Section 285.001, Transportation Code, is amended | |
| 13 | 13 | by adding Subsection (d) to read as follows: | |
| 14 | 14 | (d) The commissioners court of a county with a population of | |
| 15 | 15 | more than 425,000 and less than 500,000 by order may regulate the | |
| 16 | 16 | sale of dogs or cats by a vendor that occurs in the unincorporated | |
| 17 | 17 | area of the county and: | |
| 18 | 18 | (1) on a public highway or road; | |
| 19 | 19 | (2) in the right-of-way of a public highway or road; or | |
| 20 | 20 | (3) in a parking lot. | |
| 21 | 21 | SECTION 2. This Act takes effect September 1, 2015. |
