8 | 9 | | WHEREAS, Killed while providing security for an event, |

9 | 10 | | Constable White had served the residents of Precinct One with the |
---|
10 | 11 | | utmost distinction for nearly two decades; he was first elected in |
---|
11 | 12 | | 1996 and won reelection four times; during his tenure, he was |
---|
12 | 13 | | instrumental in helping to develop a constable code of conduct, and |
---|
13 | 14 | | other officers in his department relied on his extensive experience |
---|
14 | 15 | | and leadership; he completed numerous state-sanctioned law |
---|
15 | 16 | | enforcement courses and received a host of accolades for his |
---|
16 | 17 | | contributions; and |
---|
17 | 18 | | WHEREAS, This exemplary public servant was especially |
---|
18 | 19 | | committed to the safety and well-being of area youth, and he was an |
---|
19 | 20 | | educator as well as a law enforcement officer; for 17 years, Robert |
---|
20 | 21 | | White was employed as a physical education teacher and coach at |
---|
21 | 22 | | Putnam Elementary School, and he earned the respect and admiration |
---|
22 | 23 | | of colleagues and students alike; he was proactive in looking out |
---|
23 | 24 | | for the students, and he was an exceptionally compassionate and |
---|
24 | 25 | | caring mentor, counselor, and role model; and |
---|
25 | 26 | | WHEREAS, Born in Chattanooga, Tennessee, on June 13, 1969, he |
---|
26 | 27 | | attended Coronado High School and El Paso Community College, where |
---|
27 | 28 | | he became very active in campus activities; he graduated from the |
---|
28 | 29 | | Law Enforcement Training Academy and went on to complete his |
---|
29 | 30 | | bachelor's degree in special education and his master's degree in |
---|
30 | 31 | | education at The University of Texas at El Paso; and |
---|
31 | 32 | | WHEREAS, Constable White became involved in civic life at an |
---|
32 | 33 | | early age, and he was elected president of the El Paso Young |
---|
33 | 34 | | Democrats; later, he proudly represented the party in his |
---|
34 | 35 | | successful bids for office, and he was active in Democratic |
---|
35 | 36 | | initiatives; he volunteered for the Westside Democrats in many |
---|
36 | 37 | | capacities, including sergeant-at-arms, and he was inducted into |
---|
37 | 38 | | the El Paso County Democratic Party Hall of Fame; and |
---|
38 | 39 | | WHEREAS, Devoted to his Catholic faith and to his family, |
---|
39 | 40 | | Constable White was the loving father of four children, |
---|
40 | 41 | | Christabelle, Harrison, Allison, and Robert; he loved to act and |
---|
41 | 42 | | played small roles in local productions, and he also enjoyed |
---|
42 | 43 | | golfing and following Cowboys football and Chihuahuas baseball, or |
---|
43 | 44 | | just admiring the El Paso skyline; and |
---|
44 | 45 | | WHEREAS, Robert White made a positive difference in countless |
---|
45 | 46 | | lives, and although his time on this earth was far too brief, he |
---|
46 | 47 | | will forever be remembered for his warmth, kindness, and tremendous |
---|
47 | 48 | | dedication to public service; now, therefore, be it |
---|
48 | 49 | | RESOLVED, That the 84th Legislature of the State of Texas |

49 | 50 | | hereby honor the memory of Constable Robert Parker White and extend |

50 | 51 | | sincere condolences to the members of his family: to his parents, |
