5+ CONCURRENT RESOLUTION
56 WHEREAS, The untimely death of El Paso Constable Robert
67 Parker White on November 1, 2014, at the age of 45, brought a great
78 loss to many in the community who knew and admired him; and
89 WHEREAS, Killed while providing security for an event,
910 Constable White had served the residents of Precinct One with the
1011 utmost distinction for nearly two decades; he was first elected in
1112 1996 and won reelection four times; during his tenure, he was
1213 instrumental in helping to develop a constable code of conduct, and
1314 other officers in his department relied on his extensive experience
1415 and leadership; he completed numerous state-sanctioned law
1516 enforcement courses and received a host of accolades for his
1617 contributions; and
1718 WHEREAS, This exemplary public servant was especially
1819 committed to the safety and well-being of area youth, and he was an
1920 educator as well as a law enforcement officer; for 17 years, Robert
2021 White was employed as a physical education teacher and coach at
2122 Putnam Elementary School, and he earned the respect and admiration
2223 of colleagues and students alike; he was proactive in looking out
2324 for the students, and he was an exceptionally compassionate and
2425 caring mentor, counselor, and role model; and
2526 WHEREAS, Born in Chattanooga, Tennessee, on June 13, 1969, he
2627 attended Coronado High School and El Paso Community College, where
2728 he became very active in campus activities; he graduated from the
2829 Law Enforcement Training Academy and went on to complete his
2930 bachelor's degree in special education and his master's degree in
3031 education at The University of Texas at El Paso; and
3132 WHEREAS, Constable White became involved in civic life at an
3233 early age, and he was elected president of the El Paso Young
3334 Democrats; later, he proudly represented the party in his
3435 successful bids for office, and he was active in Democratic
3536 initiatives; he volunteered for the Westside Democrats in many
3637 capacities, including sergeant-at-arms, and he was inducted into
3738 the El Paso County Democratic Party Hall of Fame; and
3839 WHEREAS, Devoted to his Catholic faith and to his family,
3940 Constable White was the loving father of four children,
4041 Christabelle, Harrison, Allison, and Robert; he loved to act and
4142 played small roles in local productions, and he also enjoyed
4243 golfing and following Cowboys football and Chihuahuas baseball, or
4344 just admiring the El Paso skyline; and
4445 WHEREAS, Robert White made a positive difference in countless
4546 lives, and although his time on this earth was far too brief, he
4647 will forever be remembered for his warmth, kindness, and tremendous
4748 dedication to public service; now, therefore, be it
4849 RESOLVED, That the 84th Legislature of the State of Texas
4950 hereby honor the memory of Constable Robert Parker White and extend
5051 sincere condolences to the members of his family: to his parents,
5152 Tony and Linda de la Cruz and Jack and Debbie White; to his
5253 children, Christabelle, Harrison, and Allison White and Robert
5354 White Jr.; to his sisters, Norma Gonzales, Gloria Banda, Kristy
5455 Barbee, Sondra Lockhart, and Bridget Asher; to his nieces and
5556 nephews; and to his other relatives and friends; and, be it further
5657 RESOLVED, That an official copy of this resolution be
5758 prepared for his family and that when the Texas House of
5859 Representatives and Senate adjourn this day, they do so in memory of
5960 Constable Robert Parker White.
