77 relating to requiring state agencies to identify spending reduction

99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Chapter 322, Government Code, is amended by
1111 adding Section 322.025 to read as follows:
1212 Sec. 322.025. STATE AGENCY REPORT ON SPENDING REDUCTION
1313 MEASURES. (a) Not later than December 1 of each even-numbered year,
1414 each state agency shall submit to the governor, lieutenant
1515 governor, speaker of the house of representatives, and Legislative
1616 Budget Board a detailed report identifying measures by which the
1717 agency can reduce the agency's biennial expenditures by 1 percent,
1818 5 percent, and 10 percent.
1919 (b) The Legislative Budget Board by rule may adopt standards
2020 for the report required by this section, including rules governing
2121 the format, content, and methods of submission of the report.
2222 SECTION 2. This Act takes effect immediately if it receives
2323 a vote of two-thirds of all the members elected to each house, as
2424 provided by Section 39, Article III, Texas Constitution. If this
2525 Act does not receive the vote necessary for immediate effect, this
2626 Act takes effect September 1, 2015.
