54 SENATE CONCURRENT RESOLUTION
65 WHEREAS, The efficient exploration, production, and
76 transportation of oil in Texas prevents waste of the state's
87 natural resources, contributes to the health, welfare, and safety
98 of the general public, and promotes the prosperity of the state; and
109 WHEREAS, The tax revenues and economic prosperity deriving
1110 from this Texas energy renaissance have greatly benefited Texas
1211 public schools, higher education, critical infrastructure
1312 development, and public health and safety programs; and
1413 WHEREAS, Improved technologies and abundant resources have
1514 made America the world's leading oil and natural gas producer,
1615 overtaking Saudi Arabia and Russia; and
1716 WHEREAS, The 1970s-era federal law prohibiting crude oil
1817 exports is a relic from an era of scarcity and flawed price control
1918 policies; and
2019 WHEREAS, Allowing American crude oil exports will strengthen
2120 United States geopolitical influence by giving our trading partners
2221 a more secure source of supply, and allowing the export of American
2322 crude oil will make our allies less dependent on crude oil from
2423 Russia and the Middle East; and
2524 WHEREAS, The world's other major developed nations allow
2625 crude oil exports, making America the only nation that does not take
2726 full advantage of trading a valuable resource in what is an
2827 otherwise global free market; and
2928 WHEREAS, Crude oil exports will benefit America's national
3029 security interests by decreasing the likelihood that global oil
3130 supply can be used internationally as a strategic weapon; and
3231 WHEREAS, Numerous studies have found that allowing American
3332 crude oil into the world's free market will benefit United States
3433 trade and American consumers while creating more high-paying jobs
3534 for Texans to fill; and
3635 WHEREAS, According to an analysis by the American Petroleum
3736 Institute, Texas will lead all states in job growth following the
3837 repeal of the ban, with an estimated 40,291 jobs by 2020; and
3938 WHEREAS, Other studies have similarly found tremendous
4039 prospective GDP growth from lifting the 1970s-era ban; and
4140 WHEREAS, The United States is the largest exporter of refined
4241 petroleum products and would benefit even more substantially from
4342 the export of both crude oil and refined petroleum products; and
4443 WHEREAS, At least seven independent studies have confirmed
4544 that repealing the ban on American crude oil exports will lower gas
4645 prices in the United States, benefiting Texas consumers and
4746 businesses; and
4847 WHEREAS, Thousands of small and large Texas businesses that
4948 support oil and gas development will benefit from ongoing
5049 production; and
5150 WHEREAS, Manufacturers will benefit from less volatility in
5251 energy costs; and
5352 WHEREAS, The technology and brainpower behind the American
5453 energy renaissance was mostly pioneered in Texas by Texans; and
5554 WHEREAS, Encouraging a global marketplace that is more free
5655 from artificial barriers will better allow the export of Texas
5756 leadership and expertise, which will also ultimately economically
5857 benefit Texas, the rest of the United States, and our friends around
5958 the world; now, therefore, be it
6059 RESOLVED, That the 84th Legislature of the State of Texas
6160 hereby urge the United States Congress and the president of the
6261 United States to recognize that crude oil exports and free trade are
6362 in the national interest and take all necessary steps to eliminate
6463 the current ban on crude oil exports; and, be it further
6564 RESOLVED, That the Texas secretary of state forward official
6665 copies of this resolution to the president of the United States, to
6766 the United States secretary of commerce, to the United States
6867 secretary of energy, to the majority leader of the Senate and the
6968 speaker of the House of Representatives of the United States
7069 Congress, and to all the members of the Texas delegation to Congress
7170 with the request that this resolution be entered in the
7271 Congressional Record as a memorial to the Congress of the United
7372 States of America.
