| 6 | 5 | | WHEREAS, The establishment of the Hidalgo County Healthcare |

| 7 | 6 | | District will provide numerous benefits to the community, but |
|---|
| 8 | 7 | | taxpayers should not be unduly burdened to fund the district; and |
|---|
| 9 | 8 | | WHEREAS, The Hidalgo County Healthcare District will serve |
|---|
| 10 | 9 | | the insured and uninsured alike, while providing resources to |
|---|
| 11 | 10 | | support a medical school, generating new revenue, and creating |
|---|
| 12 | 11 | | jobs; and |
|---|
| 13 | 12 | | WHEREAS, The Hidalgo County Commissioners Court supports the |
|---|
| 14 | 13 | | formation of a county health care funding district, and it |
|---|
| 15 | 14 | | anticipates that the district will provide a mechanism to receive |
|---|
| 16 | 15 | | federal matching funds to support indigent health care services; as |
|---|
| 17 | 16 | | a member of the district, the county will be eligible for Medicaid |
|---|
| 18 | 17 | | reimbursements and matching funds it is not currently receiving; |
|---|
| 19 | 18 | | and |
|---|
| 20 | 19 | | WHEREAS, The district is intended to decrease the burden on |
|---|
| 21 | 20 | | taxpayers by taking advantage of federal matching funds, and |
|---|
| 22 | 21 | | underlying support for the district is the assumption that once it |
|---|
| 23 | 22 | | is formed and operating, the county will reduce its own tax rate |
|---|
| 24 | 23 | | accordingly; now, therefore, be it |
|---|
| 25 | 24 | | RESOLVED, That the 84th Legislature of the State of Texas |
|---|
| 26 | 25 | | hereby respectfully urge Hidalgo County to reduce its tax rate upon |
|---|
| 27 | 26 | | establishment of the Hidalgo County Healthcare District; and, be it |
|---|
| 28 | 27 | | further |
|---|
| 29 | 28 | | RESOLVED, That the secretary of state forward official copies |
|---|
| 30 | 29 | | of this resolution to the Hidalgo County Commissioners Court. |
