54 SENATE CONCURRENT RESOLUTION
65 WHEREAS, The establishment of the Hidalgo County Healthcare
76 District will provide numerous benefits to the community, but
87 taxpayers should not be unduly burdened to fund the district; and
98 WHEREAS, The Hidalgo County Healthcare District will serve
109 the insured and uninsured alike, while providing resources to
1110 support a medical school, generating new revenue, and creating
1211 jobs; and
1312 WHEREAS, The Hidalgo County Commissioners Court supports the
1413 formation of a county health care funding district, and it
1514 anticipates that the district will provide a mechanism to receive
1615 federal matching funds to support indigent health care services; as
1716 a member of the district, the county will be eligible for Medicaid
1817 reimbursements and matching funds it is not currently receiving;
1918 and
2019 WHEREAS, The district is intended to decrease the burden on
2120 taxpayers by taking advantage of federal matching funds, and
2221 underlying support for the district is the assumption that once it
2322 is formed and operating, the county will reduce its own tax rate
2423 accordingly; now, therefore, be it
2524 RESOLVED, That the 84th Legislature of the State of Texas
2625 hereby respectfully urge Hidalgo County to reduce its tax rate upon
2726 establishment of the Hidalgo County Healthcare District; and, be it
2827 further
2928 RESOLVED, That the secretary of state forward official copies
3029 of this resolution to the Hidalgo County Commissioners Court.
