13 | 7 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

14 | 8 | | SECTION 1. Section 134.001(2), Education Code, is amended |
---|
15 | 9 | | to read as follows: |
---|
16 | 10 | | (2) "Public junior college," [and] "public technical |
---|
17 | 11 | | institute," and "public state college" have the meanings assigned |
---|
18 | 12 | | by Section 61.003. |
---|
19 | 13 | | SECTION 2. Section 134.004, Education Code, is amended to |
---|
20 | 14 | | read as follows: |
---|
21 | 15 | | Sec. 134.004. JOBS AND EDUCATION FOR TEXANS (JET) GRANT |
---|
22 | 16 | | PROGRAM. (a) The commission shall establish and administer the |
---|
23 | 17 | | Jobs and Education for Texans (JET) Grant Program to provide grants |
---|
24 | 18 | | to public junior colleges, public technical institutes, public |
---|
25 | 19 | | state colleges, and independent school districts described under |
---|
26 | 20 | | Section 134.007 that apply to the advisory board in the manner |
---|
27 | 21 | | prescribed by the advisory board. The commission shall award the |
---|
28 | 22 | | grants on the advice and recommendations of the advisory board. |
---|
29 | 23 | | (b) Grants may be awarded under this chapter from the Jobs |
---|
30 | 24 | | and Education for Texans (JET) fund to defray the start-up costs |
---|
31 | 25 | | associated with the development of new career and technical |
---|
32 | 26 | | education programs at public junior colleges, public technical |
---|
33 | 27 | | institutes, public state colleges, and independent school |
---|
34 | 28 | | districts described under Section 134.007 that meet the |
---|
35 | 29 | | requirements of Section 134.006. |
---|
36 | 30 | | SECTION 3. Sections 134.006(a), (c), and (d), Education |
---|
37 | 31 | | Code, are amended to read as follows: |
---|
38 | 32 | | (a) The commission may award a grant for the development of |
---|
39 | 33 | | new career and technical education courses or programs at public |
---|
40 | 34 | | junior colleges, public technical institutes, public state |
---|
41 | 35 | | colleges, and independent school districts. |
---|
42 | 36 | | (c) In awarding a grant under this section, the commission |
---|
43 | 37 | | shall primarily consider the potential economic returns to the |
---|
44 | 38 | | state from the development of the career and technical education |
---|
45 | 39 | | course or program. The commission may also consider whether the |
---|
46 | 40 | | course or program: |
---|
47 | 41 | | (1) is part of a new, emerging industry or high-demand |
---|
48 | 42 | | occupation; |
---|
49 | 43 | | (2) offers new or expanded dual credit career and |
---|
50 | 44 | | technical educational opportunities in public high schools; or |
---|
51 | 45 | | (3) is provided in cooperation with other public |
---|
52 | 46 | | junior colleges, [or] public technical institutes, or public state |
---|
53 | 47 | | colleges across existing service areas. |
---|
54 | 48 | | (d) To be eligible to receive a grant under this section, a |
---|
55 | 49 | | public junior college, public technical institute, public state |
---|
56 | 50 | | college, or independent school district described under Section |
---|
57 | 51 | | 134.007 must provide matching funds in accordance with rules |
---|
58 | 52 | | adopted under Section 134.008. The matching funds may be obtained |
---|
59 | 53 | | from any source available to the public junior college, public |
---|
60 | 54 | | technical institute, public state college, or independent school |
---|
61 | 55 | | district, including industry consortia, community or foundation |
---|
62 | 56 | | grants, individual contributions, and local governmental agency |
---|
63 | 57 | | operating funds. |
---|
64 | 58 | | SECTION 4. Section 134.007, Education Code, is amended to |
---|
65 | 59 | | read as follows: |
---|
66 | 60 | | Sec. 134.007. GRANTS AWARDED TO INDEPENDENT SCHOOL |
---|
67 | 61 | | DISTRICT. The commission may award a grant to an independent school |
---|
68 | 62 | | district under this chapter if the district has entered into a |
---|
69 | 63 | | partnership with a public junior college, [or] public technical |
---|
70 | 64 | | institute, or public state college for the purpose of: |
---|
71 | 65 | | (1) promoting career and technical education to the |
---|
72 | 66 | | district's students; or |
---|
73 | 67 | | (2) offering dual credit courses to the district's |
---|
74 | 68 | | students. |
---|
75 | 69 | | SECTION 5. This Act takes effect immediately if it receives |
---|
76 | 70 | | a vote of two-thirds of all the members elected to each house, as |
---|
77 | 71 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
78 | 72 | | Act does not receive the vote necessary for immediate effect, this |
---|
79 | 73 | | Act takes effect September 1, 2017. |
