115 relating to the participation of public state colleges in the Jobs
126 and Education for Texans (JET) Grant Program.
137 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
148 SECTION 1. Section 134.001(2), Education Code, is amended
159 to read as follows:
1610 (2) "Public junior college," [and] "public technical
1711 institute," and "public state college" have the meanings assigned
1812 by Section 61.003.
1913 SECTION 2. Section 134.004, Education Code, is amended to
2014 read as follows:
2115 Sec. 134.004. JOBS AND EDUCATION FOR TEXANS (JET) GRANT
2216 PROGRAM. (a) The commission shall establish and administer the
2317 Jobs and Education for Texans (JET) Grant Program to provide grants
2418 to public junior colleges, public technical institutes, public
2519 state colleges, and independent school districts described under
2620 Section 134.007 that apply to the advisory board in the manner
2721 prescribed by the advisory board. The commission shall award the
2822 grants on the advice and recommendations of the advisory board.
2923 (b) Grants may be awarded under this chapter from the Jobs
3024 and Education for Texans (JET) fund to defray the start-up costs
3125 associated with the development of new career and technical
3226 education programs at public junior colleges, public technical
3327 institutes, public state colleges, and independent school
3428 districts described under Section 134.007 that meet the
3529 requirements of Section 134.006.
3630 SECTION 3. Sections 134.006(a), (c), and (d), Education
3731 Code, are amended to read as follows:
3832 (a) The commission may award a grant for the development of
3933 new career and technical education courses or programs at public
4034 junior colleges, public technical institutes, public state
4135 colleges, and independent school districts.
4236 (c) In awarding a grant under this section, the commission
4337 shall primarily consider the potential economic returns to the
4438 state from the development of the career and technical education
4539 course or program. The commission may also consider whether the
4640 course or program:
4741 (1) is part of a new, emerging industry or high-demand
4842 occupation;
4943 (2) offers new or expanded dual credit career and
5044 technical educational opportunities in public high schools; or
5145 (3) is provided in cooperation with other public
5246 junior colleges, [or] public technical institutes, or public state
5347 colleges across existing service areas.
5448 (d) To be eligible to receive a grant under this section, a
5549 public junior college, public technical institute, public state
5650 college, or independent school district described under Section
5751 134.007 must provide matching funds in accordance with rules
5852 adopted under Section 134.008. The matching funds may be obtained
5953 from any source available to the public junior college, public
6054 technical institute, public state college, or independent school
6155 district, including industry consortia, community or foundation
6256 grants, individual contributions, and local governmental agency
6357 operating funds.
6458 SECTION 4. Section 134.007, Education Code, is amended to
6559 read as follows:
6660 Sec. 134.007. GRANTS AWARDED TO INDEPENDENT SCHOOL
6761 DISTRICT. The commission may award a grant to an independent school
6862 district under this chapter if the district has entered into a
6963 partnership with a public junior college, [or] public technical
7064 institute, or public state college for the purpose of:
7165 (1) promoting career and technical education to the
7266 district's students; or
7367 (2) offering dual credit courses to the district's
7468 students.
7569 SECTION 5. This Act takes effect immediately if it receives
7670 a vote of two-thirds of all the members elected to each house, as
7771 provided by Section 39, Article III, Texas Constitution. If this
7872 Act does not receive the vote necessary for immediate effect, this
7973 Act takes effect September 1, 2017.
