| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Subchapter A, Chapter 434, Government Code, is |
|---|
| 10 | 10 | | amended by adding Section 434.0195 to read as follows: |
|---|
| 11 | 11 | | Sec. 434.0195. VETERANS SELF-HELP CENTER. (a) The Texas |
|---|
| 12 | 12 | | Veterans Commission shall establish a veterans self-help center in |
|---|
| 13 | 13 | | a municipality with a population of more than 1.3 million located in |
|---|
| 14 | 14 | | a county in which three or more locations of a joint military base |
|---|
| 15 | 15 | | are located. |
|---|
| 16 | 16 | | (b) In determining a location for the self-help center, the |
|---|
| 17 | 17 | | commission shall ensure that the center is located in an area of the |
|---|
| 18 | 18 | | municipality without United States Department of Veterans Affairs |
|---|
| 19 | 19 | | offices and treatment centers. |
|---|
| 20 | 20 | | (c) The self-help center must provide access to appropriate |
|---|
| 21 | 21 | | veterans services and resources, including through staff and |
|---|
| 22 | 22 | | information technology services. The commission shall coordinate |
|---|
| 23 | 23 | | with the United States Department of Veterans Affairs and any other |
|---|
| 24 | 24 | | appropriate state or federal agency, as necessary, to carry out the |
|---|
| 25 | 25 | | functions of the self-help center. |
|---|
| 26 | 26 | | SECTION 2. This Act takes effect September 1, 2017. |
