 A BILL TO BE ENTITLED
 AN ACT
 relating to the establishment of a veterans self-help center.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subchapter A, Chapter 434, Government Code, is
 amended by adding Section 434.0195 to read as follows:
 Sec. 434.0195.  VETERANS SELF-HELP CENTER. (a) The Texas
 Veterans Commission shall establish a veterans self-help center in
 a municipality with a population of more than 1.3 million located in
 a county in which three or more locations of a joint military base
 are located.
 (b)  In determining a location for the self-help center, the
 commission shall ensure that the center is located in an area of the
 municipality without United States Department of Veterans Affairs
 offices and treatment centers.
 (c)  The self-help center must provide access to appropriate
 veterans services and resources, including through staff and
 information technology services. The commission shall coordinate
 with the United States Department of Veterans Affairs and any other
 appropriate state or federal agency, as necessary, to carry out the
 functions of the self-help center.
 SECTION 2.  This Act takes effect September 1, 2017.
