| 14 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 15 | 9 | | SECTION 1. Subchapter F, Chapter 2165, Government Code, is |
|---|
| 16 | 10 | | amended by adding Section 2165.260 to read as follows: |
|---|
| 17 | 11 | | Sec. 2165.260. TEXAS MALL AREA VENDOR PERMIT. (a) In this |
|---|
| 18 | 12 | | section, the "Texas mall area of the Capitol Complex" means the |
|---|
| 19 | 13 | | state-owned property within the area bounded on the north by Martin |
|---|
| 20 | 14 | | Luther King, Jr., Boulevard, on the east by Brazos Street, on the |
|---|
| 21 | 15 | | south by 15th Street, and on the west by Colorado Street. |

| 22 | 16 | | (b) Notwithstanding any other law, the State Preservation |
|---|
| 23 | 17 | | Board by rule and in consultation with the commission and other |
|---|
| 24 | 18 | | appropriate state agencies shall establish a process for a vendor |
|---|
| 25 | 19 | | to apply for and obtain from the board a permit that allows the |
|---|
| 26 | 20 | | vendor to sell goods from a rented space during an event authorized |
|---|
| 27 | 21 | | by the board and held in the Texas mall area of the Capitol Complex. |

| 28 | 22 | | (c) The State Preservation Board is not required to adopt |
|---|
| 29 | 23 | | the rules required under Subsection (b) until the Capitol Complex |
|---|
| 30 | 24 | | master plan developed under Section 2166.105 is implemented and the |
|---|
| 31 | 25 | | Texas mall proposed in the plan is established. |
|---|
| 32 | 26 | | SECTION 2. This Act takes effect September 1, 2017. |
