57 relating to inclusion of instruction regarding interaction with
68 peace officers in the required curriculum for certain public school
79 students and in driver education courses and to civilian

911 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
10- SECTION 1. This Act may be cited as the Community Safety
11- Education Act.
12- SECTION 2. Subchapter A, Chapter 28, Education Code, is

1919 (3) "Driver training school" has the meaning assigned

2121 (b) The board and the commission shall enter into a
2222 memorandum of understanding that establishes each agency's
2323 respective responsibilities in developing instruction, including
2424 curriculum and instructional modules, on proper interaction with
2525 peace officers during traffic stops and other in-person encounters.
2626 The instruction must include information regarding:
2727 (1) the role of law enforcement and the duties and
28- responsibilities of peace officers;

2929 (2) a person's rights concerning interactions with

31- (3) proper behavior for civilians and peace officers

3939 (c) In developing the instruction under this section, the

4141 including a volunteer work group convened for the purpose of making
4242 recommendations regarding the instruction.
4343 (d) Before finalizing any instruction under this section,
4444 the board and the commission shall provide a reasonable period for
4545 public comment.
4646 (e) Subject to rules adopted by the board, a school district
4747 or open-enrollment charter school may tailor the instruction
4848 developed under this section as appropriate for the district's or
4949 school's community. In tailoring the instruction, the district or
5050 school shall solicit input from local law enforcement agencies,
5151 driver training schools, and the community.

133133 Act, applies beginning with the 2018-2019 school year.
134134 (c) A peace officer or reserve law enforcement officer who
135135 holds a license under Chapter 1701, Occupations Code, issued on or
136136 before January 1, 2018, shall complete a training program
137137 established under Section 1701.268, Occupations Code, as added by
138138 this Act, not later than January 1, 2020.
139- SECTION 8. This Act takes effect September 1, 2017.
