66 AN ACT
77 relating to the operations of the Employment-First Task Force.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Sections 531.02448(b), (f), (g), and (j),
1010 Government Code, are amended to read as follows:
1111 (b) If the executive commissioner establishes a task force
1212 for the purposes described by Subsection (a), the executive
1313 commissioner shall determine the number of members on the task
1414 force. The executive commissioner shall appoint at least the
1515 following as members, subject to Subsection (e):
1616 (1) an individual with a disability;
1717 (2) a family member of an individual with a
1818 disability;
1919 (3) three representatives [a representative] of the
2020 commission, one of whom represents the commission's behavioral
2121 health services functions and one of whom represents the
2222 commission's aging and disability services functions;
2323 (4) [a representative of the Department of Assistive
2424 and Rehabilitative Services;
2525 [(5) a representative of the Department of State
2626 Health Services;
2727 [(6) a representative of the Department of Aging and
2828 Disability Services;
2929 [(7)] a representative of the Department of Family and
3030 Protective Services;
3131 (5) two representatives [(8) a representative] of
3232 the Texas Workforce Commission, one of whom represents the Texas
3333 Workforce Commission's assistive and rehabilitative services
3434 functions;
3535 (6) [(9)] a representative of the Texas Education
3636 Agency;
3737 (7) [(10)] an advocate for individuals with
3838 disabilities;
3939 (8) [(11)] a representative of a provider of
4040 integrated and competitive employment services; and
4141 (9) [(12)] an employer or a representative of an
4242 employer in an industry in which individuals with disabilities
4343 might be employed.
4444 (f) A task force established under this section or an
4545 existing committee or task force used for purposes of this section
4646 shall:
4747 (1) design an education and outreach process targeted
4848 at working-age individuals with disabilities, including young
4949 adults with disabilities, the families of those individuals, the
5050 state agencies listed in Subsection (b), and service providers,
5151 that is aimed at raising expectations of the success of individuals
5252 with disabilities in integrated, individualized, and competitive
5353 employment;
5454 (2) develop recommendations for policy, procedure,
5555 and rules changes that are necessary to allow the employment-first
5656 policy described under Section 531.02447(b) to be fully implemented
5757 and to provide guidance and assistance to a state agency in
5858 implementing those changes;
5959 (2-a) meet at least quarterly and at other times at the
6060 call of the presiding officer; and
6161 (3) not later than September 1 of each even-numbered
6262 year, prepare and submit to the office of the governor, the
6363 legislature, and the executive commissioner a report regarding the
6464 task force's findings and recommendations, including:
6565 (A) information that reflects the potential and
6666 actual impact of the employment-first policy on the employment
6767 outcomes for individuals with disabilities; and
6868 (B) recommendations for improvement of
6969 employment services and outcomes, including employment rates, for
7070 individuals with disabilities based on the reported impact of an
7171 employment-first policy under Paragraph (A) that may include:
7272 (i) recommendations relating to using any
7373 savings to the state resulting from the implementation of the
7474 employment-first policy to further improve the services and
7575 outcomes; and
7676 (ii) recommendations developed under
7777 Subdivision (2) regarding necessary policy, procedure, and rules
7878 changes.
7979 (g) A member of a task force established under this section
8080 is not entitled to compensation. Members may be reimbursed for
8181 expenses as follows:
8282 (1) a member described by Subsection (b)(1) or (2) is
8383 entitled to reimbursement for travel and other necessary expenses
8484 as provided in the General Appropriations Act;
8585 (2) a member appointed as a representative of a state
8686 agency is eligible for reimbursement for travel and other necessary
8787 expenses according to the applicable agency's policies; and
8888 (3) a member described by Subsection (b)(7) [(b)(10)],
8989 (8) [(11)], or (9) [(12)] is entitled to reimbursement for travel
9090 and other necessary expenses to be paid equally out of available
9191 money appropriated to the commission and to health and human
9292 services agencies.
9393 (j) A task force established under this section is abolished
9494 and this [This] section expires September 1, 2021 [2017].
9595 SECTION 2. This Act takes effect August 31, 2017.
