                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            May 2, 2017      TO: Honorable Charles Schwertner, Chair, Senate Committee on Health & Human Services      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:SB95 by Hall (Relating to the regulation of raw milk and raw milk products; adding a provision subject to a criminal penalty.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would authorize a person, who holds a permit, to sell raw milk or raw milk products at certain locations. The bill would require that raw milk and raw milk products for retail sale be labeled with certain information as well as meet storing, handling, and transportation requirements. The Department of State Health Services (DSHS) would be required to provide records of raw milk and raw milk product testing upon request. The bill would require the executive commissioner of the Health and Human Services Commission (HHSC) to adopt rules to implement the provisions of the bill.According to DSHS and HHSC, any cost associated with implementing the provisions of the bill could be absorbed within available resources. Local Government Impact No fiscal implication to units of local government is anticipated.
