54 SENATE CONCURRENT RESOLUTION
65 WHEREAS, The Texas Legislature recognizes that this period in
76 our nation's history represents an opportunity for Texas to work
87 with the leadership of the federal government to transcend partisan
98 politics and correct misuses of federal regulatory power that have
109 threatened the Texas oil and gas industry, the jobs it creates, and
1110 the economy of the state; and
1211 WHEREAS, Texas oil and gas fields have provided a pathway
1312 toward American energy independence from foreign powers, have
1413 afforded financial security to hundreds of thousands of individuals
1514 in Texas, and have delivered safe and reliable energy to fuel our
1615 nation's economy; and
1716 WHEREAS, During the past eight years, the federal government
1817 has promulgated regulations that jeopardize the productivity of the
1918 oil and gas fields of Texas; and
2019 WHEREAS, New federal regulations have been proposed and
2120 implemented despite the protests of Texas and many other oil and gas
2221 producing states, resulting in overregulation that prioritizes
2322 minor environmental gains over major productive losses; and
2423 WHEREAS, The State of Texas has joined many other oil and gas
2524 producing states to file more than 20 lawsuits against federal
2625 overreach; now, therefore, be it
2726 RESOLVED, That the 85th Legislature of the State of Texas
2827 hereby respectfully urge the executive branch and the Congress of
2928 the United States to work in conjunction with the State of Texas to
3029 identify federal regulations promulgated during the last eight
3130 years, especially those promulgated under the authority of the
3231 United States Environmental Protection Agency, the United States
3332 Department of the Interior, and the United States Department of
3433 Energy, and determine whether they should be revised, delegated to
3534 state agencies, or eliminated in order to ease the overly
3635 burdensome regulatory patchwork on the oil and gas industry in
3736 Texas; and, be it further
3837 RESOLVED, That the Texas secretary of state forward official
3938 copies of this resolution to the president of the United States, to
4039 the president of the Senate and the speaker of the House of
4140 Representatives of the United States Congress, and to all the
4241 members of the Texas delegation to Congress with the request that
4342 this resolution be entered in the Congressional Record as a
4443 memorial to the Congress of the United States of America.
