6 | 5 | | WHEREAS, The Texas Legislature recognizes that this period in |

7 | 6 | | our nation's history represents an opportunity for Texas to work |
---|
8 | 7 | | with the leadership of the federal government to transcend partisan |
---|
9 | 8 | | politics and correct misuses of federal regulatory power that have |
---|
10 | 9 | | threatened the Texas oil and gas industry, the jobs it creates, and |
---|
11 | 10 | | the economy of the state; and |
---|
12 | 11 | | WHEREAS, Texas oil and gas fields have provided a pathway |
---|
13 | 12 | | toward American energy independence from foreign powers, have |
---|
14 | 13 | | afforded financial security to hundreds of thousands of individuals |
---|
15 | 14 | | in Texas, and have delivered safe and reliable energy to fuel our |
---|
16 | 15 | | nation's economy; and |
---|
17 | 16 | | WHEREAS, During the past eight years, the federal government |
---|
18 | 17 | | has promulgated regulations that jeopardize the productivity of the |
---|
19 | 18 | | oil and gas fields of Texas; and |
---|
20 | 19 | | WHEREAS, New federal regulations have been proposed and |
---|
21 | 20 | | implemented despite the protests of Texas and many other oil and gas |
---|
22 | 21 | | producing states, resulting in overregulation that prioritizes |
---|
23 | 22 | | minor environmental gains over major productive losses; and |
---|
24 | 23 | | WHEREAS, The State of Texas has joined many other oil and gas |
---|
25 | 24 | | producing states to file more than 20 lawsuits against federal |
---|
26 | 25 | | overreach; now, therefore, be it |
---|
27 | 26 | | RESOLVED, That the 85th Legislature of the State of Texas |
---|
28 | 27 | | hereby respectfully urge the executive branch and the Congress of |
---|
29 | 28 | | the United States to work in conjunction with the State of Texas to |
---|
30 | 29 | | identify federal regulations promulgated during the last eight |
---|
31 | 30 | | years, especially those promulgated under the authority of the |
---|
32 | 31 | | United States Environmental Protection Agency, the United States |
---|
33 | 32 | | Department of the Interior, and the United States Department of |
---|
34 | 33 | | Energy, and determine whether they should be revised, delegated to |
---|
35 | 34 | | state agencies, or eliminated in order to ease the overly |
---|
36 | 35 | | burdensome regulatory patchwork on the oil and gas industry in |
---|
37 | 36 | | Texas; and, be it further |
---|
38 | 37 | | RESOLVED, That the Texas secretary of state forward official |
---|
39 | 38 | | copies of this resolution to the president of the United States, to |
---|
40 | 39 | | the president of the Senate and the speaker of the House of |
---|
41 | 40 | | Representatives of the United States Congress, and to all the |
---|
42 | 41 | | members of the Texas delegation to Congress with the request that |

43 | 42 | | this resolution be entered in the Congressional Record as a |

44 | 43 | | memorial to the Congress of the United States of America. |
