| 8 | 7 | | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 8 | | SECTION 1. Section 17, Article XVI, Texas Constitution, is |

| 10 | 9 | | amended to read as follows: |
|---|
| 11 | 10 | | Sec. 17. (a) Except as provided by Subsection (b) of this |
|---|
| 12 | 11 | | section, all [All] officers of [within] this State shall continue |
|---|
| 13 | 12 | | to perform the duties of their offices until their successors shall |
|---|
| 14 | 13 | | be duly qualified. |
|---|
| 15 | 14 | | (b) Following the expiration of a term of an appointive |
|---|
| 16 | 15 | | office that is filled by appointment of the Governor with the advice |
|---|
| 17 | 16 | | and consent of the Senate and that is not an office for which the |
|---|
| 18 | 17 | | officer receives a salary, the period for which the officer shall |
|---|
| 19 | 18 | | continue to perform the duties of office under Subsection (a) of |
|---|
| 20 | 19 | | this section ends on the last day of the first regular session of |
|---|
| 21 | 20 | | the Legislature that begins after the expiration of the term. |

| 22 | 21 | | SECTION 2. This proposed constitutional amendment shall be |
|---|
| 23 | 22 | | submitted to the voters at an election to be held November 7, 2017. |

| 24 | 23 | | The ballot shall be printed to permit voting for or against the |
|---|
| 25 | 24 | | proposition: "The constitutional amendment limiting the service of |
|---|
| 26 | 25 | | certain officeholders appointed by the governor and confirmed by |
|---|
| 27 | 26 | | the senate after the expiration of the person's term of office." |
