| 9 | 9 | | assessment instruments for the school year. |

| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Subchapter A, Chapter 28, Education Code, is |
|---|
| 12 | 12 | | amended by adding Section 28.0162 to read as follows: |
|---|
| 13 | 13 | | Sec. 28.0162. ADDITIONAL INSTRUCTION OFFERED AFTER |
|---|
| 14 | 14 | | ADMINISTRATION OF ASSESSMENT INSTRUMENTS. (a) For each topic |
|---|
| 15 | 15 | | described by Subsection (b), the State Board of Education shall |
|---|
| 16 | 16 | | develop and make available to each school district or |
|---|
| 17 | 17 | | open-enrollment charter school additional instruction intended for |
|---|
| 18 | 18 | | use during the period of a school year occurring after the |
|---|
| 19 | 19 | | completion of the administration of all assessment instruments |
|---|
| 20 | 20 | | required under Section 39.023 for that school year. |
|---|
| 21 | 21 | | (b) The topics for the additional instruction must include: |
|---|
| 22 | 22 | | (1) personal financial literacy; |
|---|
| 23 | 23 | | (2) computer coding; and |
|---|
| 24 | 24 | | (3) cybersecurity. |
|---|
| 25 | 25 | | (c) The State Board of Education may contract with a public |
|---|
| 26 | 26 | | or private entity to develop the additional instruction under this |
|---|
| 27 | 27 | | section. |
|---|
| 28 | 28 | | (d) A school district or open-enrollment charter school may |
|---|
| 29 | 29 | | elect to use all or any part of the additional instruction developed |
|---|
| 30 | 30 | | under this section during the period described by Subsection (a). |
|---|
| 31 | 31 | | SECTION 2. Not later than September 1, 2020, the State Board |
|---|
| 32 | 32 | | of Education shall develop and make available to each school |
|---|
| 33 | 33 | | district or open-enrollment charter school the additional |
|---|
| 34 | 34 | | instruction required under Section 28.0162, Education Code, as |
|---|
| 35 | 35 | | added by this Act. |
|---|
| 36 | 36 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 37 | 37 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 38 | 38 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 39 | 39 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 40 | 40 | | Act takes effect September 1, 2019. |
