55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the development of additional instruction that may be
88 used by a public school after administration of all state-required
99 assessment instruments for the school year.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Subchapter A, Chapter 28, Education Code, is
1212 amended by adding Section 28.0162 to read as follows:
1313 Sec. 28.0162. ADDITIONAL INSTRUCTION OFFERED AFTER
1414 ADMINISTRATION OF ASSESSMENT INSTRUMENTS. (a) For each topic
1515 described by Subsection (b), the State Board of Education shall
1616 develop and make available to each school district or
1717 open-enrollment charter school additional instruction intended for
1818 use during the period of a school year occurring after the
1919 completion of the administration of all assessment instruments
2020 required under Section 39.023 for that school year.
2121 (b) The topics for the additional instruction must include:
2222 (1) personal financial literacy;
2323 (2) computer coding; and
2424 (3) cybersecurity.
2525 (c) The State Board of Education may contract with a public
2626 or private entity to develop the additional instruction under this
2727 section.
2828 (d) A school district or open-enrollment charter school may
2929 elect to use all or any part of the additional instruction developed
3030 under this section during the period described by Subsection (a).
3131 SECTION 2. Not later than September 1, 2020, the State Board
3232 of Education shall develop and make available to each school
3333 district or open-enrollment charter school the additional
3434 instruction required under Section 28.0162, Education Code, as
3535 added by this Act.
3636 SECTION 3. This Act takes effect immediately if it receives
3737 a vote of two-thirds of all the members elected to each house, as
3838 provided by Section 39, Article III, Texas Constitution. If this
3939 Act does not receive the vote necessary for immediate effect, this
4040 Act takes effect September 1, 2019.
