 A BILL TO BE ENTITLED
 AN ACT
 relating to the development of additional instruction that may be
 used by a public school after administration of all state-required
 assessment instruments for the school year.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subchapter A, Chapter 28, Education Code, is
 amended by adding Section 28.0162 to read as follows:
 Sec. 28.0162.  ADDITIONAL INSTRUCTION OFFERED AFTER
 ADMINISTRATION OF ASSESSMENT INSTRUMENTS. (a) For each topic
 described by Subsection (b), the State Board of Education shall
 develop and make available to each school district or
 open-enrollment charter school additional instruction intended for
 use during the period of a school year occurring after the
 completion of the administration of all assessment instruments
 required under Section 39.023 for that school year.
 (b)  The topics for the additional instruction must include:
 (1)  personal financial literacy;
 (2)  computer coding; and
 (3)  cybersecurity.
 (c)  The State Board of Education may contract with a public
 or private entity to develop the additional instruction under this
 section.
 (d)  A school district or open-enrollment charter school may
 elect to use all or any part of the additional instruction developed
 under this section during the period described by Subsection (a).
 SECTION 2.  Not later than September 1, 2020, the State Board
 of Education shall develop and make available to each school
 district or open-enrollment charter school the additional
 instruction required under Section 28.0162, Education Code, as
 added by this Act.
 SECTION 3.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2019.
