57 relating to consolidation of annual reporting requirements of the
68 Texas Workforce Commission.
79 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
810 SECTION 1. Section 122.022(a), Human Resources Code, is
911 amended to read as follows:
1012 (a) The [On or before November 1 of each year, the]
1113 workforce commission shall include in the commission's
1214 supplemental annual report to the governor and the legislature
1315 under Section 301.065(c), Labor Code, a [prepare an annual]
1416 financial report in the form prescribed by Section 2101.011,
1517 Government Code, relating to the workforce commission's activities
1618 under this chapter [and file the report with the governor and the
1719 presiding officer of each house of the legislature].
1820 SECTION 2. Section 301.065, Labor Code, is amended by
1921 adding Subsection (c) to read as follows:
2022 (c) At the time the commission submits the annual report
2123 under this section, the commission shall submit to the governor and
2224 the legislature a separate supplemental annual report consisting of
2325 any information required by other law to be included in the
2426 supplemental annual report.
2527 SECTION 3. Section 302.0031(g), Labor Code, is amended to
2628 read as follows:
2729 (g) The [Not later than November 1 of each year, the]
2830 commission, after consultation with the Texas Higher Education
2931 Coordinating Board, shall include in the commission's supplemental
3032 annual report to the legislature and the governor under Section
3133 301.065(c) [on]:
3234 (1) the results of any grants awarded under this
3335 section;
3436 (2) the best practices for veterans and military
3537 servicemembers to achieve maximum academic or workforce education
3638 credit at institutions of higher education for military experience,
3739 education, and training obtained during military service;
3840 (3) measures needed to facilitate the award of
3941 academic or workforce education credit by institutions of higher
4042 education for military experience, education, and training
4143 obtained during military service;
4244 (4) other related measures needed to facilitate the
4345 entry of trained, qualified veterans and military servicemembers
4446 into the workforce;
4547 (5) the number of academic or workforce education
4648 semester credit hours awarded under the program and applied toward
4749 a degree or certification program at an institution of higher
4850 education during the most recent academic year, disaggregated by
4951 the subject area for which the credit hours are awarded; and
5052 (6) the number of transfer credit hours awarded under
5153 the program and applied toward a degree or certification program at
5254 an institution of higher education during the most recent academic
5355 year.
5456 SECTION 4. Section 302.007(a), Labor Code, is amended to
5557 read as follows:
5658 (a) The commission shall include in the commission's
5759 supplemental [submit an] annual report to the governor and the
5860 legislature under Section 301.065(c) a report on the effectiveness
5961 of federal programs designed to provide trade adjustment assistance
6062 to persons in this state.
6163 SECTION 5. Section 303.006(c), Labor Code, is amended to
6264 read as follows:
6365 (c) The commission shall include in the commission's
6466 supplemental annual [executive director shall] report to the
6567 governor and the legislature under Section 301.065(c) a report on
6668 [at the end of each fiscal year] the status of the program
6769 established under this chapter.
6870 SECTION 6. Section 305.029, Labor Code, is amended to read
6971 as follows:
7072 Sec. 305.029. ANNUAL REPORT. The commission shall include
7173 in the commission's supplemental annual report to the governor and
7274 [prepare and deliver to] the legislature under Section 301.065(c) a
7375 [an annual] report regarding the grant program established under
7476 this chapter. The report shall include for the period covered by
7577 the report:
7678 (1) the number of students who received grants under
7779 this chapter; and
7880 (2) the number of those students who attended each
7981 eligible institution, including information on the race or
8082 ethnicity of those students attending each institution.
8183 SECTION 7. This Act takes effect September 1, 2019.
