| 7 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 8 | 10 | | SECTION 1. Section 122.022(a), Human Resources Code, is |
|---|
| 9 | 11 | | amended to read as follows: |
|---|
| 10 | 12 | | (a) The [On or before November 1 of each year, the] |
|---|
| 11 | 13 | | workforce commission shall include in the commission's |
|---|
| 12 | 14 | | supplemental annual report to the governor and the legislature |
|---|
| 13 | 15 | | under Section 301.065(c), Labor Code, a [prepare an annual] |
|---|
| 14 | 16 | | financial report in the form prescribed by Section 2101.011, |
|---|
| 15 | 17 | | Government Code, relating to the workforce commission's activities |
|---|
| 16 | 18 | | under this chapter [and file the report with the governor and the |
|---|
| 17 | 19 | | presiding officer of each house of the legislature]. |

| 18 | 20 | | SECTION 2. Section 301.065, Labor Code, is amended by |
|---|
| 19 | 21 | | adding Subsection (c) to read as follows: |
|---|
| 20 | 22 | | (c) At the time the commission submits the annual report |
|---|
| 21 | 23 | | under this section, the commission shall submit to the governor and |
|---|
| 22 | 24 | | the legislature a separate supplemental annual report consisting of |
|---|
| 23 | 25 | | any information required by other law to be included in the |
|---|
| 24 | 26 | | supplemental annual report. |

| 25 | 27 | | SECTION 3. Section 302.0031(g), Labor Code, is amended to |
|---|
| 26 | 28 | | read as follows: |
|---|
| 27 | 29 | | (g) The [Not later than November 1 of each year, the] |
|---|
| 28 | 30 | | commission, after consultation with the Texas Higher Education |
|---|
| 29 | 31 | | Coordinating Board, shall include in the commission's supplemental |

| 36 | 38 | | credit at institutions of higher education for military experience, |

| 37 | 39 | | education, and training obtained during military service; |

| 38 | 40 | | (3) measures needed to facilitate the award of |
|---|
| 39 | 41 | | academic or workforce education credit by institutions of higher |
|---|
| 40 | 42 | | education for military experience, education, and training |
|---|
| 41 | 43 | | obtained during military service; |
|---|
| 42 | 44 | | (4) other related measures needed to facilitate the |
|---|
| 43 | 45 | | entry of trained, qualified veterans and military servicemembers |
|---|
| 44 | 46 | | into the workforce; |
|---|
| 45 | 47 | | (5) the number of academic or workforce education |
|---|
| 46 | 48 | | semester credit hours awarded under the program and applied toward |
|---|
| 47 | 49 | | a degree or certification program at an institution of higher |
|---|
| 48 | 50 | | education during the most recent academic year, disaggregated by |
|---|
| 49 | 51 | | the subject area for which the credit hours are awarded; and |
|---|
| 50 | 52 | | (6) the number of transfer credit hours awarded under |
|---|
| 51 | 53 | | the program and applied toward a degree or certification program at |
|---|
| 52 | 54 | | an institution of higher education during the most recent academic |
|---|
| 53 | 55 | | year. |

| 54 | 56 | | SECTION 4. Section 302.007(a), Labor Code, is amended to |
|---|
| 55 | 57 | | read as follows: |
|---|
| 56 | 58 | | (a) The commission shall include in the commission's |
|---|
| 57 | 59 | | supplemental [submit an] annual report to the governor and the |
|---|
| 58 | 60 | | legislature under Section 301.065(c) a report on the effectiveness |
|---|
| 59 | 61 | | of federal programs designed to provide trade adjustment assistance |
|---|
| 60 | 62 | | to persons in this state. |

| 61 | 63 | | SECTION 5. Section 303.006(c), Labor Code, is amended to |
|---|
| 62 | 64 | | read as follows: |

| 63 | 65 | | (c) The commission shall include in the commission's |
|---|
| 64 | 66 | | supplemental annual [executive director shall] report to the |
|---|
| 65 | 67 | | governor and the legislature under Section 301.065(c) a report on |
|---|
| 66 | 68 | | [at the end of each fiscal year] the status of the program |
|---|
| 67 | 69 | | established under this chapter. |

| 68 | 70 | | SECTION 6. Section 305.029, Labor Code, is amended to read |
|---|
| 69 | 71 | | as follows: |
|---|
| 70 | 72 | | Sec. 305.029. ANNUAL REPORT. The commission shall include |
|---|
| 71 | 73 | | in the commission's supplemental annual report to the governor and |
|---|
| 72 | 74 | | [prepare and deliver to] the legislature under Section 301.065(c) a |
|---|
| 73 | 75 | | [an annual] report regarding the grant program established under |
|---|
| 74 | 76 | | this chapter. The report shall include for the period covered by |
|---|
| 75 | 77 | | the report: |
|---|
| 76 | 78 | | (1) the number of students who received grants under |
|---|
| 77 | 79 | | this chapter; and |
|---|
| 78 | 80 | | (2) the number of those students who attended each |
|---|
| 79 | 81 | | eligible institution, including information on the race or |
|---|
| 80 | 82 | | ethnicity of those students attending each institution. |
|---|
| 81 | 83 | | SECTION 7. This Act takes effect September 1, 2019. |
