| 8 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 11 | | SECTION 1. Section 2003.024(d), Government Code, is amended |
|---|
| 10 | 12 | | to read as follows: |
|---|
| 11 | 13 | | (d) This section does not apply to hearings conducted[: |
|---|
| 12 | 14 | | [(1) under Section 2003.047 or 2003.049; or |
|---|
| 13 | 15 | | [(2)] under the administrative license revocation |
|---|
| 14 | 16 | | program. |
|---|
| 15 | 17 | | SECTION 2. Section 2003.025(a), Government Code, is amended |
|---|
| 16 | 18 | | to read as follows: |
|---|
| 17 | 19 | | (a) This section applies to a state agency that has entered |
|---|
| 18 | 20 | | into a contract with the office for the conduct of hearings and |
|---|
| 19 | 21 | | alternative dispute resolution procedures for the agency, |
|---|
| 20 | 22 | | including a contract under Section 2003.024 or[, 2003.048,] |
|---|
| 21 | 23 | | 2003.049[, or 2003.105], during any of the three most recent state |
|---|
| 22 | 24 | | fiscal years. |
|---|
| 23 | 25 | | SECTION 3. Sections 2003.048 and 2003.105, Government Code, |
|---|
| 24 | 26 | | are repealed. |
|---|
| 25 | 27 | | SECTION 4. The changes in law made by this Act apply only to |
|---|
| 26 | 28 | | an interagency contract entered into on or after the effective date |
|---|
| 27 | 29 | | of this Act. An interagency contract entered into before that date |
|---|
| 28 | 30 | | is governed by the law in effect immediately before the effective |
|---|
| 29 | 31 | | date of this Act, and the former law is continued in effect for that |
|---|
| 30 | 32 | | purpose. |

| 31 | 33 | | SECTION 5. This Act takes effect September 1, 2019. |
