59 relating to information, outreach, and other actions regarding
610 hurricane preparedness and mitigation.
711 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
812 SECTION 1. Subchapter F, Chapter 418, Government Code, is
913 amended by adding Sections 418.127, 418.128, and 418.129 to read as
1014 follows:
1115 Sec. 418.127. HURRICANE PREPAREDNESS. The governor shall
1216 issue a proclamation each year before hurricane season instructing:
1317 (1) individuals, including residential and commercial
1418 property owners, to prepare their property and communities for the
1519 upcoming hurricane season;
1620 (2) state agencies to review and update their
1721 hurricane preparedness plans; and
1822 (3) the following entities, to the extent practicable,
1923 to conduct community outreach and education activities on hurricane
2024 preparedness between May 25 and May 31 of each year:
2125 (A) municipalities and counties;
2226 (B) the division;
2327 (C) the Texas Education Agency;
2428 (D) the office of the comptroller;
2529 (E) the Texas Department of Insurance; and
2630 (F) the Department of State Health Services.
27- Sec. 418.128. STATE AGENCY HURRICANE PREPAREDNESS.
28- (a) Not later than the 30th day after the date the governor issues
29- a proclamation under Section 418.127, the governor, in consultation

32+ Not later than the 30th day after the date the governor issues a
33+ proclamation under Section 418.127, the governor, in consultation
3034 with the division and each appropriate state agency as determined
3135 by the governor, shall publish on the office of the governor's
3236 Internet website a report on the preparedness of state agencies for
3337 hurricane response. The report must include:
3438 (1) a list of each state agency involved in this
3539 state's response to a hurricane;
3640 (2) contact information for each state agency in the
3741 event of a hurricane, including the name, e-mail address, and
3842 telephone number of the officer or employee who manages the state
3943 agency's response to a hurricane; and
4044 (3) whether the officer or employee under Subdivision
4145 (2) has completed the emergency management training course
4246 described by Section 418.005.
4347 (b) Notwithstanding any other law, the governor may, by
4448 executive order, take any action necessary to ensure each state
4549 agency listed under Subsection (a)(1) is able to respond to a
4650 hurricane. An executive order issued under this subsection must be
4751 published in the Texas Register and expires on the last day of the
4852 first regular session of the legislature to convene after the date
4953 the order is issued unless the governor specifies an earlier
5054 expiration date in the order.
5155 (c) In this section, "response" includes any activity
5256 related to the prevention or discovery of, response to, or recovery
5357 from a hurricane.
5458 Sec. 418.129. HOUSING ASSISTANCE INFORMATION. The General
5559 Land Office shall conduct a public information campaign each year
5660 before and during hurricane season to provide local officials and
5761 the public with information regarding housing assistance that may
5862 be available under state and federal law in the event of a major
5963 hurricane or flooding event, including information about types of
6064 assistance unavailable under that law.
6165 SECTION 2. This Act takes effect September 1, 2019.
