4	8		AN ACT
5	9		relating to information, outreach, and other actions regarding
6	10		hurricane preparedness and mitigation.
7	11		BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
8	12		SECTION 1. Subchapter F, Chapter 418, Government Code, is
9	13		amended by adding Sections 418.127, 418.128, and 418.129 to read as
10	14		follows:
11	15		Sec. 418.127. HURRICANE PREPAREDNESS. The governor shall
12	16		issue a proclamation each year before hurricane season instructing:
13	17		(1) individuals, including residential and commercial
14	18		property owners, to prepare their property and communities for the
15	19		upcoming hurricane season;
16	20		(2) state agencies to review and update their
17	21		hurricane preparedness plans; and
18	22		(3) the following entities, to the extent practicable,
19	23		to conduct community outreach and education activities on hurricane
20	24		preparedness between May 25 and May 31 of each year:
21	25		(A) municipalities and counties;
22	26		(B) the division;
23	27		(C) the Texas Education Agency;
24	28		(D) the office of the comptroller;
25	29		(E) the Texas Department of Insurance; and
26	30		(F) the Department of State Health Services.
27		-	Sec. 418.128. STATE AGENCY HURRICANE PREPAREDNESS.
28		-	~~(a)~~ Not later than the 30th day after the date the governor issues

	33	+	proclamation under Section 418.127, the governor, in consultation
30	34		with the division and each appropriate state agency as determined
31	35		by the governor, shall publish on the office of the governor's
32	36		Internet website a report on the preparedness of state agencies for
33	37		hurricane response. The report must include:
34	38		(1) a list of each state agency involved in this
35	39		state's response to a hurricane;
36	40		(2) contact information for each state agency in the
37	41		event of a hurricane, including the name, e-mail address, and
38	42		telephone number of the officer or employee who manages the state
39	43		agency's response to a hurricane; and
40	44		(3) whether the officer or employee under Subdivision
41	45		(2) has completed the emergency management training course
42	46		described by Section 418.005.
43	47		(b) Notwithstanding any other law, the governor may, by
44	48		executive order, take any action necessary to ensure each state
45	49		agency listed under Subsection (a)(1) is able to respond to a
46	50		hurricane. An executive order issued under this subsection must be
47	51		published in the Texas Register and expires on the last day of the
48	52		first regular session of the legislature to convene after the date
49	53		the order is issued unless the governor specifies an earlier
50	54		expiration date in the order.
51	55		(c) In this section, "response" includes any activity
52	56		related to the prevention or discovery of, response to, or recovery
53	57		from a hurricane.
54	58		Sec. 418.129. HOUSING ASSISTANCE INFORMATION. The General
55	59		Land Office shall conduct a public information campaign each year
56	60		before and during hurricane season to provide local officials and
57	61		the public with information regarding housing assistance that may
58	62		be available under state and federal law in the event of a major
59	63		hurricane or flooding event, including information about types of
60	64		assistance unavailable under that law.
61	65		SECTION 2. This Act takes effect September 1, 2019.
