125 AN ACT
136 relating to the inclusion of suicide prevention information on
14- certain student identification cards issued by a public school or
15- public institution of higher education.

168 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
179 SECTION 1. Subchapter G, Chapter 38, Education Code, is
1810 amended by adding Section 38.353 to read as follows:
1911 Sec. 38.353. SUICIDE PREVENTION INFORMATION REQUIRED ON
2012 CERTAIN STUDENT IDENTIFICATION CARDS. Each student identification
2113 card issued by a public school to a student in grade six or higher:
22- (1) must have printed on either side of the card the
23- telephone number for:
14+ (1) must have printed on the card the contact
15+ information for:
2416 (A) the National Suicide Prevention Lifeline;
2517 and
2618 (B) the Crisis Text Line; and
27- (2) may have printed on either side of the card the
28- telephone number for a local suicide prevention hotline, if
29- available.
30- SECTION 2. Subchapter Z, Chapter 51, Education Code, is
31- amended by adding Section 51.91941 to read as follows:
32- Sec. 51.91941. SUICIDE PREVENTION INFORMATION REQUIRED ON
33- STUDENT IDENTIFICATION CARD. (a) In this section, "institution of
34- higher education" has the meaning assigned by Section 61.003.
35- (b) Each student identification card issued by an
36- institution of higher education:
37- (1) must have printed on either side of the card the
38- telephone number for:
39- (A) the National Suicide Prevention Lifeline;
40- (B) the Crisis Text Line; and
41- (C) the campus police department or security for
42- the campus at which the student to whom the card is issued regularly
43- attends classes or, if the campus does not have a campus police
44- department or security, a local nonemergency police contact; and
45- (2) may have printed on either side of the card the
46- telephone number for a local suicide prevention hotline, if
47- available.
48- SECTION 3. (a) Notwithstanding Sections 38.353 and
49- 51.91941, Education Code, as added by this Act, if, on January 1,
50- 2022, a public school or a public institution of higher education
51- subject to the requirements of Section 38.353 or 51.91941,
52- Education Code, as applicable, has a supply of unissued student
53- identification cards that do not comply with the applicable
54- requirements of those sections, the public school or public
55- institution of higher education may issue those student
56- identification cards until the supply of cards is depleted.
57- (b) Sections 38.353 and 51.91941, Education Code, as added
58- by this Act, apply only to an initial or replacement student
59- identification card issued on or after June 1, 2022.
60- SECTION 4. This Act takes effect immediately if it receives

22+ Act, applies beginning with student identification cards issued for
23+ the 2022-2023 school year.

6125 a vote of two-thirds of all the members elected to each house, as
6226 provided by Section 39, Article III, Texas Constitution. If this
6327 Act does not receive the vote necessary for immediate effect, this
6428 Act takes effect September 1, 2021.
