9- relating to a study and report by a public institution of higher
10- education on local and state supply chain disruptions caused by the
11- COVID-19 pandemic and ERCOT power outages.
7+ relating to a study and report by the comptroller on local and state
8+ supply chain disruptions caused by the COVID-19 pandemic.
129 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
13- SECTION 1. DEFINITIONS. In this Act:
14- (1) "COVID-19" means the 2019 novel coronavirus
15- disease.
16- (2) "ERCOT power outages" means the sustained power
17- outages that occurred in February 2021 within the power region of
18- the Electric Reliability Council of Texas as defined by Section
19- 31.002, Utilities Code.
20- SECTION 2. STUDY. (a) Using available appropriated funds,
21- a public institution of higher education selected by the
22- comptroller, in collaboration with the Texas Higher Education
23- Coordinating Board, shall conduct a study to identify and evaluate

12+ SECTION 2. STUDY. (a) The comptroller of public accounts
13+ shall conduct a study to identify and evaluate local and state
14+ supply chain disruptions caused by the COVID-19 pandemic.
15+ (b) In conducting the study, the comptroller shall:
16+ (1) assess the overall cost to this state of local and
17+ state supply chain disruptions caused by the COVID-19 pandemic;
18+ (2) determine the number of jobs affected by local and
19+ state supply chain disruptions caused by the COVID-19 pandemic;
20+ (3) determine which industries were most affected by
2421 local and state supply chain disruptions caused by the COVID-19
25- pandemic and ERCOT power outages.
26- (b) Not later than January 1, 2022, the comptroller shall
27- select the public institution of higher education described by
28- Subsection (a) of this section, based on proposals submitted in
29- response to a request for proposals issued by the comptroller.
30- (c) In conducting the study under this section, the public
31- institution of higher education selected under Subsection (a) of
32- this section shall:
33- (1) assess the overall cost to this state of local and
34- state supply chain disruptions caused by the COVID-19 pandemic and
35- ERCOT power outages;
36- (2) determine the number of jobs affected by local and
37- state supply chain disruptions caused by the COVID-19 pandemic and
38- ERCOT power outages;
39- (3) determine the industries most affected by local
40- and state supply chain disruptions caused by the COVID-19 pandemic
41- and ERCOT power outages; and

43- effective supply chains in future health, power, and economic

4525 SECTION 3. REPORT. Not later than September 1, 2022, the

47- under Section 2 of this Act shall prepare and submit to the governor
48- and the legislature a report containing the results of the study
49- conducted under Section 2 of this Act and any recommendations for
50- legislative or other action to aid in this state's recovery from the
51- COVID-19 pandemic and the ERCOT power outages and prepare for
52- future health, power, and economic crises.

5331 SECTION 4. EXPIRATION. This Act expires September 1, 2023.
5432 SECTION 5. EFFECTIVE DATE. This Act takes effect September
5533 1, 2021.
