| 11 | 18 | | murder investigation received widespread attention when law |
|---|
| 12 | 19 | | enforcement identified the suspect, a fellow military member whom |
|---|
| 13 | 20 | | Guillén was planning to formally accuse of sexual harassment; this |
|---|
| 14 | 21 | | prompted countless members of the U.S. military to share their |
|---|
| 15 | 22 | | personal experiences of sexual harassment and sexual assault on |
|---|
| 16 | 23 | | social media with the hashtag #IAmVanessaGuillen; and |
|---|
| 17 | 24 | | WHEREAS, A close look at current military laws and policies |
|---|
| 18 | 25 | | reveals concerns, including conflicts of interest and limited |
|---|
| 19 | 26 | | options for reporting sexual harassment; too many military members |
|---|
| 20 | 27 | | have been failed by this system, and immediate action is imperative |
|---|
| 21 | 28 | | to avoid another tragedy; and |

| 22 | 29 | | WHEREAS, To correct these issues, the I am Vanessa Guillén |

| 23 | 30 | | Act has been introduced in the U.S. House of Representatives; and |

| 24 | 31 | | WHEREAS, The brave men and women who fight for our nation |

| 25 | 32 | | deserve access to justice, and Congress should listen to the |

| 26 | 33 | | service members calling for change in the aftermath of Vanessa |

| 27 | 34 | | Guillén's murder; now, therefore, be it |

| 28 | 35 | | RESOLVED, That the 87th Legislature of the State of Texas |

| 30 | 37 | | the I am Vanessa Guillén Act, legislation ensuring that necessary |

| 31 | 38 | | changes are made, such as preventing conflicts of interest, |

| 33 | 40 | | investigators, establishing a confidential reporting option for |
|---|
