The bill would require the executive commissioner of the Health and Human Services Commission (HHSC) to adopt rules that require a trauma service area regional advisory council located on the international border and with one county adjacent to the Gulf of Mexico to create an advisory committee to develop guidelines for patient transfer within the region. HHSC indicated that the provisions of the bill could be implemented within existing resources. Local Government ImpactThe Lower Rio Grande Valley Regional Advisory Council on Trauma does not anticipate a fiscal impact to the council from the bill's provisions.
