| 13 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 14 | 10 | | SECTION 1. Section 773.012(b), Health and Safety Code, is |
|---|
| 15 | 11 | | amended to read as follows: |
|---|
| 16 | 12 | | (b) The advisory council is composed of the following 20 |
|---|
| 17 | 13 | | [19] members appointed by the governor: |
|---|
| 18 | 14 | | (1) a board-certified emergency physician, appointed |
|---|
| 19 | 15 | | from a list of names recommended by a statewide professional |
|---|
| 20 | 16 | | association of emergency physicians; |
|---|
| 21 | 17 | | (2) a licensed physician who is an emergency medical |
|---|
| 22 | 18 | | services medical director, appointed from a list of names |
|---|
| 23 | 19 | | recommended by a statewide professional association of emergency |
|---|
| 24 | 20 | | medical services medical directors; |
|---|
| 25 | 21 | | (3) a registered nurse, appointed from a list of names |
|---|
| 26 | 22 | | recommended by a statewide professional association of emergency |
|---|
| 27 | 23 | | nurses; |
|---|
| 28 | 24 | | (4) a fire chief for a municipality that provides |
|---|
| 29 | 25 | | emergency medical services, appointed from a list of names |
|---|
| 30 | 26 | | recommended by a statewide fire chiefs association; |
|---|
| 31 | 27 | | (5) an officer or employee of a private provider of |
|---|
| 32 | 28 | | emergency medical services who is involved with the development of |
|---|
| 33 | 29 | | a Texas Trauma System, appointed from a list of names recommended by |
|---|
| 34 | 30 | | a statewide association of private providers of emergency medical |
|---|
| 35 | 31 | | services; |
|---|
| 36 | 32 | | (6) a volunteer who provides emergency medical |
|---|
| 37 | 33 | | services, appointed from a list of names recommended by a statewide |
|---|
| 38 | 34 | | association of volunteers; |
|---|
| 39 | 35 | | (7) an educator in the field of emergency medical |
|---|
| 40 | 36 | | services; |
|---|
| 41 | 37 | | (8) a member of an emergency medical services air |
|---|
| 42 | 38 | | medical team or unit, appointed from a list of names recommended by |
|---|
| 43 | 39 | | a statewide emergency medical services air medical association; |
|---|
| 44 | 40 | | (9) a representative of a fire department that |
|---|
| 45 | 41 | | provides emergency medical services, appointed from a list of names |
|---|
| 46 | 42 | | recommended by a statewide association of firefighters; |
|---|
| 47 | 43 | | (10) a representative of hospitals who is affiliated |
|---|
| 48 | 44 | | with a hospital that is a designated trauma facility in an urban |
|---|
| 49 | 45 | | community, appointed from a list of names recommended by a |
|---|
| 50 | 46 | | statewide association of hospitals; |
|---|
| 51 | 47 | | (11) a representative of hospitals, who is affiliated |
|---|
| 52 | 48 | | with a hospital that is a designated trauma facility in a rural |
|---|
| 53 | 49 | | community, appointed from a list of names recommended by a |
|---|
| 54 | 50 | | statewide association of hospitals; |
|---|
| 55 | 51 | | (12) a representative of a county provider of |
|---|
| 56 | 52 | | emergency medical services; |
|---|
| 57 | 53 | | (13) one licensed physician who is a pediatrician with |
|---|
| 58 | 54 | | trauma or emergency care expertise; |
|---|
| 59 | 55 | | (14) one trauma surgeon; |
|---|
| 60 | 56 | | (15) one registered nurse with trauma expertise; |
|---|
| 61 | 57 | | (16) a representative of a stand-alone emergency |
|---|
| 62 | 58 | | medical services agency in a municipality or taxing district, |
|---|
| 63 | 59 | | appointed from a list of names recommended by a statewide |
|---|
| 64 | 60 | | association representing emergency medical services agencies; |
|---|
| 65 | 61 | | (17) a certified paramedic, appointed from a list of |
|---|
| 66 | 62 | | names recommended by a statewide association representing |
|---|
| 67 | 63 | | emergency medical services agencies or emergency medical services |
|---|
| 68 | 64 | | personnel; [and] |
|---|
| 69 | 65 | | (18) a representative of an ambulatory surgical |
|---|
| 70 | 66 | | center, appointed from a list of names recommended by a statewide |
|---|
| 71 | 67 | | association representing ambulatory surgical centers; and |
|---|
| 72 | 68 | | (19) two representatives of the general public who are |
|---|
| 73 | 69 | | not qualified to serve under another subdivision of this |
|---|
| 74 | 70 | | subsection. |
|---|
| 75 | 71 | | SECTION 2. Not later than December 1, 2021, the governor |
|---|
| 76 | 72 | | shall appoint the member of the council as required by Section |
|---|
| 77 | 73 | | 773.012(b)(18), Health and Safety Code, as added by this Act. |
|---|
| 78 | 74 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 79 | 75 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 80 | 76 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 81 | 77 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 82 | 78 | | Act takes effect September 1, 2021. |
